Engineering-In-Training III, Traffic Construction

The Traffic and Safety Construction unit is located in Denver. This work unit exists to manage the construction phase of Traffic Engineering projects, review and comment on plans and specs prior to ad, review/approve and certify that the contractor's construction methods, procedures, materials and end products follow the engineering details and specifications outlined in the construction plans, CDOT specifications and international building codes.

To ensure safe and efficient development of all transportation infrastructure projects within CDOT Region-1 right of way. Resolve contractor's disputes and claims to ensure timely project completion within budgetary constraints. Provide support and review of working drawings. Ensures As-Built plans are completed and have been submitted. Provide traffic engineering expertise to construction field personnel;
Track and document construction activities as detailed in the CDOT Construction Manual. Participate in the selection of consultants; monitor contract administration; approve contract payments; monitor and review monthly progress reports and approve goods and services.

As the Engineering-In-Training III, Traffic Construction, you will work under the supervision of a licensed professional engineer applying engineering theories, principles, and practices of construction projects while continuing to expand their engineering knowledge. Works on assigned construction projects to assure compliance with specifications and designs, and proper preparation of the contract documents. This position manages assigned engineering construction projects as the Project Engineer.

Responsible for managing and overseeing the day-to-day construction management of multiple projects. Monitor construction productivity, budget and schedule performance. Ensures all changes to specifications, work scope and drawing are implemented and documented. Identify and resolve all technical issues in construction process. Ensure all materials used on the project follow all Project Specifications CDOT Specifications and building codes. Prepare and approve monthly pay estimates for projects, track project expenditures, and forecast future funding needs.

Your duties and responsibilities will include, but are not limited to, the following:

  • Oversee construction operations to ensure compliance with the plans, specifications, and purpose of design.
  • Ensure conformance to safety best practices by monitoring construction activities, and requesting changes be made when unsafe practices are seen.
  • Evaluate materials, equipment and systems for their acceptability for incorporation or use in a construction project.
  • Assist design engineers in constructability reviews.
  • Apply engineering theories and principles to situations that may not be covered by present design standards, references and codes
  • Position must be fluent in using CDOT Construction Manual, M&S Standards (Modeling and Simulation) and CDOT Standard and Specification for Road and Bridge Construction. Region-1 Lane Closure Strategies, Fluency in using CDOT's AASHTOWare Construction (American Association of State Highway and Transportation Officials) and Materials Application Program.
  • Approve and certify that the contractor's construction methods, lane closure procedures, submitted materials, and end products are in compliance with the project plans, specifications, CDOT's M&S Standards and MUTCD (Manual on Uniform Traffic Control Devices).
  • Ensure that all construction requirements are met including confirming that construction is following all plans and specs, applying CDOT standards when applicable, and applying standards of local agencies when applicable.
  • Ensure pay documentation is being generated and stored in an appropriate manner.
  • Ensure compliance with Davis Bacon Wages, local minimum wages, and ensure all federal regulations are met for all staff working on projects.
  • Provide guidance to the local agencies in completing project documentation.
  • Create and modify processes that improve local agency compliance with Federal regulations.
  • Analyze requests for payment form the local agency, and issue payment when appropriate.
  • Understand and apply federal, state, and local laws that apply to federally funded CDOT construction projects and local agency construction projects.
  • Ensure contractors are submitting all required documentation to meet state and federal civil rights regulations.
  • Initiate, prepare, design, negotiate, and authorize contract modification orders to remedy any unforeseen problems. Compile all relevant documentation, formulate and authorize final settlements.
  • Ascertain the validity of contractor requests or disputes for additional compensation not specifically governed by contract.
