The Estimator plays a key role in the preconstruction phase by preparing accurate and detailed cost estimates for civil construction projects. This position is responsible for reviewing construction documents, analyzing scopes of work, conducting quantity takeoffs, and coordinating with suppliers and subcontractors to develop complete and competitive proposals. The Estimator works closely with clients and internal teams to ensure estimates align with project requirements, historical data, and company goals.
Success in this role requires strong analytical skills, attention to detail, and the ability to manage multiple priorities in a deadline-driven environment.
We're seeking an estimator who understands the complexities of competitive public infrastructure bidding—from interpreting agency specifications and developing production-based estimates to delivering competitive, technically sound proposals for heavy civil construction projects.

Actual compensation will be based on experience, qualifications, and internal equity.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Prepares complete cost estimates for public infrastructure projects including roads, bridges, utilities, earthwork, concrete, and drainage.
- Identify the primary cost drivers and develop estimating strategies that maximize competitiveness while protecting project profitability.
- Analyzes project risks, constructability, staging, traffic control, and schedule impacts during the estimating process.
- Leverages curiosity, customer service, expertise, and innovation to understand the ins and outs of proposal requests by reviewing construction documents and drawings, scope of work, job walks, and discussions with the client.
- Builds and maintains strong relationships with customers throughout the bidding process.
- Prepares estimates on large and complex projects by calculating a complete quantity takeoff of the scope of work, and assures estimates are accurate and in line with customer needs, expected unit cost history, and profit margins.
- Manages all aspects of the bidding process on estimates.
- Prepares detailed proposal specifications and schedule, and coordinates concept drawings that accurately portray the scope of work and requirements of the project for presentation to the owner.
- Uses knowledge, strong attention to detail and follow-up skills to solicit quotes from suppliers and subcontractors, and organizes, reviews, and completes detailed scopes of work and cost comparisons for each.
- Assesses problem situations to identify causes, gathers and processes relevant information, generates possible solutions, and makes recommendations and/or resolves the problem.
- Effectively prioritizes projects, needs, and work requests.
- Maintains files of documents as back-up for estimate figures, including current (accurate) information on unit prices from suppliers.
- Acts with integrity and in a manner that shows support for the company, its values, and its employees, while maintaining constant focus on meeting and exceeding customer requirements and expectations.
- Exhibits ongoing commitment to quality by evaluating project-related processes and making necessary changes, using customer input to make improvements, and meeting/exceeding internal and external customer expectations.

Required
- Demonstrated experience bidding projects for agencies such as:
- State Departments of Transportation (Use the "Apply for this Job" box below). and municipalities
- Counties
- Water and sanitation districts
- Knowledge of public contracting requirements including:
- Bid forms
- Davis-Bacon (where applicable)
- Prevailing wage requirements
- Experience estimating self-performed earthwork, underground utilities, paving, concrete, grading, and drainage work.
- Ability to interpret civil construction drawings, specifications, geotechnical reports, and utility plans.
- Demonstrated understanding of CPM scheduling principles and their impact on estimating and project execution.
- Ability to interpret and evaluate baseline schedules, milestone requirements, and critical path activities and an understanding of schedule-driven cost impacts including crew productivity, equipment utilization, temporary works, traffic control, and seasonal/weather considerations.
- Experience developing or supporting conceptual schedules for competitive public infrastructure bids.
- Familiarity with scheduling software such as Primavera P6 or Microsoft Project is preferred.
