Position: Regulatory Analyst.

Department Information

The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency and zero emission vehicles to benefit all Coloradans.

Job Overview

This Regulatory Analyst position is part of the CEO’s Policy unit and plays a central role in implementing electric utility energy plans to meet the 80 percent emissions reduction goal by 2030 and supports national‑leading policy to reduce greenhouse gas emissions from electric and gas utilities, transportation, and building sectors. The role is hybrid, with office presence required for at least one day per work week.

Responsibilities
  • Track new and ongoing Colorado Public Utilities Commission (PUC) proceedings
  • Participate in PUC proceedings as part of the case team
  • Review testimony in assigned proceedings, provide a summary to Office leadership, identify key issues, and present recommendations consistent with Office and administration policy
  • Draft testimony and develop experience to sponsor testimony and appear as a witness
  • Participate in strategy development for PUC proceedings under supervision of team leadership
  • Engage in weekly Regulatory group meetings and brief leadership on ongoing proceedings
  • Develop notices of intervention, comments, statements of position, briefs, and other filings, as well as internal memos
  • Organize and maintain case files for assigned proceedings
  • Research current and potential Colorado policies that align with and further the CEO’s statutory mission
  • Maintain technical and industry expertise
  • Conduct stakeholder engagement to build coalitions around common interests and participate in regulatory settlement discussions
  • Work in office one full day per week, typically on the assigned team day, or as directed by a supervisor
Minimum Qualifications
  • 1 to 4 years of progressively responsible technical research and analysis experience in public utilities regulation or transportation electrification
  • Knowledge of the utility sector and experience with quantitative analysis of energy or energy regulatory issues
  • Strong time‑management and organizational skills
  • Strong written, oral, and presentation communication skills
  • High level of initiative and ability to work both independently and in a team environment
  • Excellent computer skills, including Microsoft Office and Google Suite
Preferred Qualifications
  • Experience with Colorado’s electric sector
  • Knowledge of utility rate making principles, general rate cases, revenue requirements, and capital investment evaluations
  • Experience writing or analyzing testimony for PUC proceedings, appearing as a witness for PUC proceedings, or other quantitative analysis of energy or energy regulatory issues
