What We Offer

This is a Full-Time position, This position will work 40 hours per week. The hourly hiring rate for this position is $22.53/hour - $28.17/hour, based on experience, and is eligible to enroll in the City and County of Denver's 457b retirement plan.

Schedule and Work Location

The City and County of Denver supports a hybrid workplace model. In this position you can expect to work at the Wellington Webb Building (201 W. Colfax) and occasionally the Wastewater Building (2000 West 3rd Ave). This team currently works 3 days in office. Employees must work within the state of Colorado on their off-site days.

What You'll Do

The Contractor's Prequalification Rule applies to all construction contracts let by DOTI or DEN with project estimates over $1M. The Prequalification Coordinator supports both DOTI and DEN construction projects, but is housed within the DOTI organizational structure.

Duties Summary--Administer the Prequalification of Construction Contractors. This includes review and analysis of nearly 200 complex application documents annually, identifying form of business entity, years in business, safety rating, litigation disclosure, and review of completed projects for scope, size, and applicability to categorical requirements, interpretation of audited financial statements for applicant's financial capacity, and analysis of requests for Project Specific Permission.

Ensuring all applications are complete, contacting the contractor via phone or email for supplemental information when necessary, forwarding the required documentation to appropriate individuals such as the Auditor's office, the Division of Small Business Opportunity and working with the assigned City Attorney. This coordination verifies self-reported application information and provides that feedback to the Board.

Accurately interpret and enter data from a contractor's prequalification application into the database to prepare the Contractor Compliance History and assess project types and values for Board review.

Facilitates weekly Prequalification Board meetings as the technical expert of the Prequalification Rule. Presenting applicant overview, data analysis, prequalification category and financial recommendations, findings and conclusions to Executive level management. Record Board decision outcomes, facilitate DOTI Executive or DEN CEO approval and signatures, if needed. Create appropriate responses to applicants and record in database.

Creates and maintains processes and procedures for application processing, as well as Project Manager and Board member training materials.

Train project managers, new board members, and contractors on established prequal rules & procedures and provide technical assistance for completing required reports and applications.

Actively participates in and attends various course training with agency partners.

Advises both DOTI and DEN Project Managers by analyzing project scope to determine the appropriate scope category and financial level of prequalification requirement for individual project procurements. Provide lists of prequalified contractors to contract administrators and Project Managers throughout the City.
