Connect for Health Colorado is a public, non-profit entity established by the Colorado General Assembly in 2011 to create a health insurance Marketplace. Since 2013, we’ve been helping individuals, families, and small employers compare plans, apply for financial help, and buy health insurance. As Colorado’s official health insurance marketplace, we are the only place to apply for financial help to lower the monthly cost of premiums.

Customers can shop online; get help by phone or online chat from Customer Service Center representatives; and access expert help from a statewide network of certified Brokers and community-based Assisters. We are seeking an experienced Engineering Manager to help lead, mentor, and develop a team of software engineers to build and enhance our state-of-the-art, high-availability, containerized cloud products. The ideal candidate brings strong hands‑on technical capability, clear technical vision, and the ability to effectively leverage AI‑assisted development and emerging technologies to improve engineering productivity, quality, and accelerate delivery. This role requires excellent project management and communication skills, along with a strong drive to achieve results in a dynamic, collaborative environment.

Reporting to the Director of Software Engineering, this role is responsible for designing, delivering, supporting, and monitoring the performance of the Connect for Health Colorado digital products. They will also collaborate closely with product management, architecture, security, infrastructure, and other key stakeholders.

• Perform hands‑on development across our core tech stack, including Java, Spring Boot, Angular, RESTful microservices, and message queues.
• Collaborate with product, architecture, and other stakeholders to define engineering requirements and lead solution design for new features, enhancements, and platform initiatives.
• Develop sufficient product and domain understanding to effectively support solution design and engineering decisions, particularly in complex, regulated environments such as health insurance marketplace.
• Grow, lead, inspire, and actively listen to a team of engineers; promote strong engineering practices and continuous learning.
• Manage and promote professional development for team members as well as advocate for team needs and growth opportunities.
• Drive continuous improvement across engineering processes, development workflows, automation, and operational reliability.
• Provide estimates and assessments for proposed development efforts and support roadmap planning.
• Participate in development directly, conduct code reviews, and ensure adherence to coding standards, design principles, and best practices.
• Support multiple projects simultaneously. Projects span across teams, including other product domains, security, compliance, and customer experience enhancement.
• Support and lead engineers through production emergencies and incident management, ensuring strong post‑incident learning and remediation.
• Leverage AI‑assisted software development tools (preferably Git Hub Copilot) to improve productivity, code quality, and development speed.
• Stay current with industry trends, engineering practices, emerging technologies, and identify opportunities to apply them.

• Colorado resident.
• Bachelor’s degree in computer science, Information Systems, Business Administration, Mathematics or a directly related field and/or equivalent years of work experience.
• A total of 7 or more years of experience in application and software systems development as a leader and/or as an individual contributor.
• Demonstrated experience leveraging AI tools to drive improvements in engineering productivity, customer experience, or operational effectiveness.
• At least 2 years of experience with cloud computing (AWS, Microsoft Azure, Google Cloud).
