This position leads the Reclamation Group within the Environmental Unit in the implementation of ECMC rules for oil and gas well locations and facilities, including topsoil protection, stormwater compliance, and reclamation success. The role develops processes and procedures to monitor operator compliance with ECMC wildlife, reclamation, and stormwater rules, and creates metrics to track, analyze, and report on the success of interim and final reclamation at oil and gas locations and facilities.
This position develops and implements procedures to ensure reclamation specialists conduct appropriate onsite inspections, consistently documenting observations through qualitative and quantitative measures across the state. It coordinates with Reclamation Group Work Leaders, Environmental Supervisors, and other ECMC Units to establish performance benchmarks, review standards, and consistent application of ECMC rules statewide.
This position has full supervisory authority for nine positions, providing formal supervision, signature authority, and accountability for pay, status, and tenure decisions. It documents recommended corrective actions, signs performance plans and appraisals, resolves grievances, and manages filling vacancies within the Reclamation Group.

- Supervise nine employees; conduct performance appraisals; evaluate workload and assign regional work assignments and areas.
- Analyze site inspection data to identify trends and assess success or failure of reclamation rules, policies, and processes.
- Serve as a technical expert in topsoil protection, stormwater management, interim and final reclamation procedures, plant identification by species, seed mixture development, and impediments to successful reclamation.
- Work with Hearings Staff to review and evaluate 502.b variance requests, establish standards of review and workflow processes, and supervise drafting of the Director’s Recommendation to the Commission.
- Refer matters for enforcement, monitor progress, and assign staff resources to support the Enforcement Unit as needed.
- Identify, write, and maintain reclamation guidance documents for industry and create standard operating procedures for staff.
- Conduct staff training and outreach to industry and stakeholders regarding reclamation processes and measures of success.
Experience Only: Nine (9) years of relevant experience in an occupation related to the work assigned to this position.
Education and Experience: A combination of related education and/or relevant experience equal to nine (9) years. Relevant degrees may include Restoration Ecology, Conservation, Wildlife Biology, Wildlife Management, Botany, Natural Resources, Geology, Natural Sciences, Environmental Science, Biology, Zoology, or similar fields of study.
Substitutions: Additional appropriate education will substitute for the required experience on a year‑for‑year basis.
Preferred Qualifications- Current or former State experience
- Excellent written and verbal communication skills
- Familiarity with Colorado oil and gas rules and regulations
- Technical background in oil and gas reclamation to demonstrate understanding of the scientific and technical concepts involved in oil and gas regulation
- Education and/or experience with plant identification, agronomic soils and profile analysis, wildlife and/or weed management strategies
- Certification and/or experience in stormwater management
- Excellent analytical and organizational skills and ability to operate in a politically sensitive environment
