Job Summary
The Manager‑Technical Services leads and trains the Technical Services engineering team, provides technical guidance, and ensures projects comply with company and industry standards, regulations, and state, local, and federal laws. The manager collaborates with the Director of Technical Services to define methods to achieve team goals, supports individual development, balances workloads, and works with multiple departments to solve complex technical issues.
Responsibilities- Establish and/or achieve team, departmental, and company‑wide goals.
- Lead a team of engineers, overseeing, motivating, monitoring, and evaluating performance.
- Hire, train, onboard, coach, mentor, and facilitate career development for engineering staff.
- Act as an engineer project buffer between Operations and Technical Services engineering in project assignment.
- Assess the need for additional engineering service internally or externally to the company.
- Review OPP/PSV compliance with DOT code per company engineering and OM standards.
- Review cost estimates and budget forecasts for small capital and maintenance projects.
- Review RFP bid documents for construction projects and materials.
- Participate in bid process, bid analysis, and vendor/contractor selection.
- Plan, schedule, manage, and report on multiple company initiatives with various deadlines.
- Ensure projects comply with company safety, health, and environmental regulations.
- Oversee budgets, construction, and commissioning of projects simultaneously.
- Ensure completeness and compliance of job books for regulatory audit.
- Provide engineering expertise and support to Operations for successful project completion.
- Conduct technical research and provide guidance on many topics.
- Interpret industry codes and standards, federal regulations for natural gas and other pipelines.
- Create, review, and revise company engineering, operations, maintenance, and construction standards.
- Participate in industry research groups.
- Deal with a wide variety of people with tact, courtesy, and professionalism.
- Communicate clearly by phone and in person; listen carefully.
- Maintain regular, dependable work attendance and high performance.
- Work non‑traditional hours as needed.
- Maintain high regard for personal and company safety.
- Perform other daily, weekly, monthly, or special project duties as assigned.
- Bachelor's degree from an accredited institution in Engineering or a closely related discipline.
- 10+ years relevant industry experience preferred, with proven success in cross‑functional team collaboration.
- Experience in project management, engineering, design and construction, commissioning of pipeline, compressor, pump station, and meter station for natural gas, CO2, and crude oil.
- Knowledge of hydrostatic pressure testing on natural gas, oil, or CO2 transmission pipelines/facilities including test documentation.
- Knowledge of natural gas, CO2 and crude oil pipeline and facility design, construction, commissioning, operation.
- Knowledge of natural gas, CO2 and crude oil pipeline and facility operation.
- Knowledge and experience with stress engineering calculations.
- Knowledge and experience with OPP/PSV application, sizing, selection and review.
- Knowledgeable with the interpretation of API 1104, ASME Section IX in regard to the development, qualification and use of welding procedures with various welding processes in the natural gas, oil, or CO2 transmission industry.
- Knowledgeable with the qualification of welders per API 1104 and ASME Section IX.
- Knowledgeable with new fabrication and in‑service welding.
- Knowledge of the equipment used in the natural gas, oil, or CO2 transmission industry.
- Knowledge of the materials used in the natural gas, oil, or CO2 transmission industry. Familiarity with various ASME, API and ASTM material specifications.
- Knowledge of ROW, EHS and regulatory clearances for energy projects.
- Experience and knowledge of defect assessment and repair.
- Experience in investigation and root‑cause determination of pipeline and equipment failures.
