Job Title:
Dam Safety Engineer IV – Hydrologic and Hydraulics. Managed Business Solutions is seeking a full-time dam safety engineer to join our team with the Bureau of Indian Affairs Safety of Dams Program on-site in Lakewood, Colorado. This role primarily focuses on hydrologic and hydraulic modeling to support dam safety activities, and also covers risk analysis, emergency management, dam security, design and construction, environmental compliance, inspections and evaluations, and maintenance and repairs.
This position supports the Bureau of Indian Affairs’ comprehensive and periodic reviews, hazard classifications, emergency management, and dam failure inundation modeling needs. The ideal candidate will be proficient in public speaking and in developing complex, multi-disciplinary documents with specialized analytical and modeling content. The role involves interfacing with Bureau of Indian Affairs field staff and tribal stakeholders. The position level will be adjusted based on the qualified candidate’s experience.
This supports a federal program, therefore requiring US citizenship.
Duties/ResponsibilitiesPrepares and reviews technical work products (75%)
- Contributes to the development of, prepares, and reviews technical work products with multiple facets of dam safety, primarily performing open channel hydraulic and general hydrologic modeling, and including: risk analysis, risk management and risk reduction; emergency management (Emergency Action Plans and Early Warning Systems); dam security; dam design and construction; dam inspections and evaluations; environmental compliance; and dam maintenance and repairs.
- Develops extensive knowledge of the Bureau of Indian Affairs activities and workflow to integrate with technical work efforts and support BIA programs.
- Ability to obtain and interpret elevation model data from various sources to create input surfaces for hydrologic and hydraulic modeling.
- Ability to create multi-disciplinary technical documents reflecting research, agency needs, downstream community needs, and dam needs.
- Provides technical direction in dam safety engineering and emergency management based on extensive knowledge and experience, incorporating BIA and Department of the Interior guidelines, regulations, and policy as necessary.
- Reviews budgets and develops budget estimates for the BIA Safety of Dams Program design, construction, operations, maintenance, and rehabilitation.
- Collaborates with personnel in other bureaus and services within the Department of the Interior and with Federal and non-federal agencies to address issues and achieve program goals.
- Provides technical guidance and assistance to BIA Regional, Tribal, and Field personnel.
- Visits field locations as needed, which may involve multi-day durations and travel to remote locations.
- Creates and delivers oral presentations to governmental conferences, tribal groups, and other organizations as required by the BIA Safety of Dams Branch Chief related to the program.
Provides Technical Guidance, Policy Development, and Oversight to SOD Programs (25%)
- Assists and advises the BIA Safety of Dam Branch Chief and staff in developing, implementing, and overseeing guidelines for risk analysis, emergency management, and evaluation of existing dams.
- Provides oversight and guidance on BIA dam safety program areas.
- Provides professional and technical direction in dam safety activities, incorporating BIA guidelines, regulations, and policy.
- Evaluates policy related to BIA dam safety issues, including risk analysis, emergency management, and evaluation of existing dams.
- Writes justifications and answers questions from Congress, OMB, and the Department of the Interior to support funding requests.
- Continuously appraises policy and operation effectiveness and recommends program adjustments based on available funds and conformance to policies and standards; reviews and keeps current regulations, delegations of authority, and other directives.
