The Director of EH&S is responsible for leading all environmental, health, safety, and explosive/energetics safety programs across Voyager's manufacturing operations.

This role provides enterprise-wide strategic and operational leadership for a workforce engaged in complex electromechanical assembly, propulsion system integration, and the handling, processing, and testing of energetic materials. The Director of EH&S ensures that every operation is executed safely, in full regulatory compliance, and at the pace demanded by Voyager's production ramp. The position reports to the EVP, Operations. This role is onsite based in Denver, CO.

Key Responsibilities
* Provide executive-level leadership and strategic direction for all EH&S functions across multiple manufacturing sites, establishing a zero-incident safety culture that scales with aggressive production rate increases.
* Own and continuously mature the company's Explosive Safety Program, ensuring all operations involving energetic materials, ordnance, and propellants comply with DoD explosive safety standards (DoD 4145.26), and applicable ATF and BATFE regulations.
* Lead hazardous materials handling, storage, and emergency response programs for energetic materials, propellants, oxidizers, and specialty chemicals used in aerospace propulsion and ordnance systems.
* Direct all environmental compliance programs for regulated chemicals.
* Partner with Manufacturing, Operations, and Engineering leadership to embed EH&S requirements into production processes from the earliest design phase, ensuring safety is an enabler - not a bottleneck - of high-rate production.
* Lead all facility safety programs including fire protection and suppression systems, building and site safety for explosive-rated facilities.
* Serve as the primary interface with DoD customers, government safety representatives (GSRs), and regulatory agencies (OSHA, EPA, ATF, state agencies) on all EH&S matters.
* Build, lead, and develop a high-performing EH&S team across multiple sites, including specialists in explosive safety, industrial hygiene, environmental compliance, and occupational safety.
* Establish enterprise EH&S metrics, KPIs, and reporting cadences; drive accountability from the shop floor to the executive team; present EH&S performance to the Board and senior leadership.
* Oversee regulatory permit management including air quality permits, stormwater NPDES permits, hazardous waste generator permits, and explosive licenses/permits across all operating sites.
* Direct emergency preparedness and response planning for explosive incidents, chemical releases, propellant spills, and other high-consequence events; conduct tabletop exercises and drills with site teams and local emergency responders.
* Ensure compliance with ITAR, export control requirements, and DoD security requirements as they intersect with EH&S operations and documentation.
