Position Summary
Manage the revenue analysis unit, coordinating the development of policies and procedures to meet regulatory requirements while supporting Xcel Energy’s goals of maintaining reasonable returns, satisfying customers, and adapting to a changing marketplace.
Essential Responsibilities- Lead, direct, and provide technical guidance to the Revenue Analysis group staff.
- Develop jurisdictional revenue requirements, cost of service studies, and fuel clause adjustment factors for regulatory filings.
- Monitor and recommend regulatory financial results on an ongoing basis.
- Prepare strategies, draft testimony, and serve as an expert witness on revenue analysis matters in formal regulatory proceedings such as rate cases, mergers, or restructuring dockets.
- Analyze intervener testimony to formulate responsive testimony and assist with cross‑examination and briefing.
- Ensure effective revenue analysis strategies in a restructured environment.
- Maintain relationships with business units to meet information requirements and coordinate regulatory information.
- Act as liaison to utilities, regulatory agencies, customers, and other stakeholders on revenue analysis issues.
- Oversee information system assets of the Regulatory Operations organization, directing development, maintenance, and utilization.
- Manage day‑to‑day operations of the Revenue Analysis unit, recommend long‑term goals, and plan work assignments.
- Administer corporate policies and procedures, including the Revenue Analysis budget and annual business plan.
- Select, train, evaluate, and develop employees to ensure optimal attraction, retention, and motivation.
- Perform other duties as assigned.
- College degree in Business, Accounting, Economics, or related field, or equivalent work experience.
- Six years of rate‑related experience.
- Experience dealing with regulatory agencies preferred.
- Excellent written and oral communication skills.
- Proficiency with personal computer tools.
- Occasional overnight travel and overtime during peak times.
- Advanced experience in cost of service and rate making and/or rate analysis.
- Regulated utility experience.
- Demonstrated ability to appear as an expert witness.
- Knowledge of the company’s accounting, budgeting, and financial forecasting procedures and systems.
