Position: Insurance Big Data and Artificial Intelligence Policy Director (Analyst VI) - DORA: DOI Hybrid.

Responsibilities
  • Develop a regulatory program to regulate insurers’ use of big data, algorithms, and predictive models to ensure non‑discriminatory outcomes.
  • Advise, serve as a resource, and coordinate across the division, working with actuarial, rates and forms, consumer services, and market conduct teams.
  • Coordinate with other teams to regulate insurers’ use of big data, algorithms, and predictive models.
  • Analyze current carrier practices regarding the use of big data, algorithms, and predictive models.
  • Perform and/or direct policy research and develop policies, procedures, and regulations in compliance with state law.
  • Develop a plan to collect and evaluate carrier‑reported data and test for unfair discrimination.
  • Direct and conduct stakeholder outreach and engagement with carriers, producers, consumers, consumer advocates, and other parties.
  • Evaluate carrier compliance and coordinate enforcement activities as appropriate.
  • Prepare reports and present to the General Assembly for SMART Act hearings.
  • Participate in NAIC work and coordinate with other states as needed.
  • Identify gaps in enforcement, evaluate effectiveness, and make adjustments as tools evolve.
Minimum Qualifications (MQs)
  • Option 1:
    Experience
    • Nine (9) years of full‑time professional work experience in at least one of the following: developing risk‑management or governance systems for predictive models; performing quantitative and qualitative analysis such as audits related to data privacy and cybersecurity; or developing, evaluating, and validating predictive models.
  • Option 2:

    Education and Experience
    • Associate’s Degree and

      Experience:

      Associate’s degree in a relevant field and seven (7) years of full‑time professional experience in one of the three areas listed above.
    • Bachelor’s Degree and

      Experience:

      Bachelor’s degree in a relevant field and five (5) years of full‑time professional experience in one of the three areas listed above.
Preferred Qualifications
  • Professional experience in a government agency, insurance industry, or DORA.
  • Master’s or Doctorate degree in a relevant field.
  • Experience with predictive models, machine learning, and big data in insurance processes.
  • Knowledge of statistical methods and experience using R, Python, or SAS.
  • Experience communicating technical issues to non‑technical stakeholders.
  • Experience in the financial or insurance industries related to unfair discrimination.
  • Experience ensuring equitable access to insurance for all protected classes.
  • Experience in enterprise risk management or actuarial analysis.
  • Experience in policy development and drafting regulations.
  • Experience in promoting efficient use of policy and regulatory levers.
