Description of Job

The professional in this position is a subject matter expert in state tax laws and regulations along with department policies and procedures relating to Colorado taxes and the administration of them. The position has a higher level of expertise in tax matters such that it responds primarily to questions from tax professionals, e.g., certified public accountants (CPAs), attorneys and public accountants.

The position will serve as a lead worker and resource to lower level tax examiners on more complicated/technical tax questions. This position will also be the first contact for escalated calls from taxpayers and callers. The position will review work of lower-level tax examiners and serve as a trainer on tax information and accounting. This role is an essential part of the group's public contact function.

Lead

Worker / Resource
  • Assist lower level tax examiners with questions from individual taxpayers on complex questions about tax statutes, regulations, policy, procedures and accounting.
  • Respond to telephone inquiries from certified public accountants, attorneys and other tax professionals on more complex, technical tax matters.
  • First point of contact for escalated calls from taxpayers and callers.
Assist Callers and Taxpayers
  • Promote voluntary compliance with tax laws through education, assistance, and customer service by answering difficult and ambiguous tax questions via telephone inquiries from taxpayers concerning all taxes administered by the Department of Revenue when a client is unclear, confused, or uncertain about our statutes, policies and procedures.
  • Analyze accounts where an assessment has been made to determine if the assessment is correct or needs to be adjusted.
  • Explain tax requirements for a business by determining the aspects of the tax law which affect a particular situation.
Review, Advise, Provide Training & IPO’s
  • Provide leadership to lower-level tax examiners by reviewing the accuracy of their accounting work.
  • Approve account transfers, adjustments and refunds. Report computer or online system errors, complete SQR detail requests, test SQRs for accuracy/effectiveness.
  • Secure voluntary compliance by issuing or revoking licenses and persuading/training to correct problems where there is a formal rule or law to rely on.
  • Advise, counsel, or guide to solve problems or complaints and influence or correct actions and behaviors.
  • Provide clarity and underlying rationale, motive, and intent by educating about unfamiliar concepts and theories.
  • Provide training to lower-level tax examiners of tax information and accounting.
  • Assist section supervisors and managers in monitoring lower-level tax examiners' telephone protocol and accuracy of information.
  • Set an example and be a role model for the lower-level tax examiners.
  • Complete any assigned projects and IPOs in a timely fashion.
  • May also be called on to create training materials and train employees in a formal classroom setting and/or conduct public training classes.

Minimum Qualifications
  • High school diploma or General Education Diploma (GED)
  • Three (3) years of experience in customer service, with one (1) year as a Tax Examiner I
Preferred Qualifications
  • Three (3) years of experience in customer service, with one (1) year as a Tax Examiner I to meet the CoWINS Partnership Agreement, Article 10.2.
  • At least one year of experience in Individual, Fiduciary, Partnership and Corporate Income taxes, Sales and Use taxes, Severance taxes, Withholding taxes, and Excise taxes, and in Gen Tax navigation.
