Budget Analyst II
Description of JobThe Prevention Services Division works with partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The Fiscal, Contracting, Compliance and Operations Branch (FCCO) provides support to all programs within the Division, offering fiscal management, procurement and contracting development, compliance monitoring and operations support.
The branch maintains division‑wide training, forms, policies and procedures, and is responsible for producing financial records, tracking internal and external expenditures, preparing contracts and purchase orders each year, and compliance monitoring of grant funding.
This position is responsible for budgeting, tracking, balancing, monitoring, reporting and managing all monies for assigned branch programs and grants. The analyst must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels, working with program management to ensure alignment of available resources with prioritized programmatic needs.
Key Responsibilities- Budget development and monitoring.
- Advise program leadership on fiscal matters.
- Maintenance of CORE transactions and data.
- Management of program budgets.
- Provide supporting analysis to negotiate budget outcomes.
Mandatory:
Must meet one of the following:
- Six (6) years of professional experience as an accountant, budget analyst, financial analyst, bookkeeper or in a closely related field.
- Or a combination of related education and experience: graduation from an accredited college or university in accounting, finance, math, business or a field of study closely related to the work, and professional experience equal to six years.
- Public‑sector budgeting experience.
- Knowledge of fiscal regulations.
- Experience with CORE or another financial system.
- Financial analysis and forecasting experience.
- Grant lifecycle management.
- Ability to relay financial information in simple terms to non‑financial customers.
- Problem‑solving and independent judgment.
- Tracking and reconciling financial information.
- Collaboration with internal teams.
- Organizational skills, ability to set, track and accomplish priorities and goals.
