What We OfferThe City and County of Denver offers a competitive salary commensurate with education and experience. Although the full salary range for this position is posted, the target hiring range is $27.89-$38.00.

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work fully in person for the duration of your training period (at the Wellington Webb Building: 201 W Colfax Ave). After training, employees are eligible to work a hybrid schedule, further details will be discussed during the interview process.
Employees must work within the state of Colorado on their off-site days.
The Department of Finance manages the city's investing, fiscal analysis, budgeting, debt and asset management, tax assessment and collection, and accounting functions as well as establishing, maintaining, and enforcing fiscal policies, practices and procedures for the entire City and County of Denver. About the Treasury Division:
The Treasury Division collects, records, and deposits all City taxes and revenues, and disburses money as required by law. The Treasury Division's other responsibilities include: enforcement of tax compliance; and administration of the City's property tax programs. The mission of the Treasury Division of the Department of Finance is to promote and facilitate voluntary compliance, strive to ensure fairness, and collect tax revenue that funds city services.
By carrying out this mission in a professional, efficient, and customer-oriented manner, we maximize the financial resources available to meet the needs of the community and its citizens.
In this Tax Compliance Specialist role, you will perform specialized technical level tax collection duties regarding delinquent tax accounts, issue distraint warrants, coordinate the seizure of property, and auction assets to pay tax liens.
Specifically, as the Tax Compliance Specialist you will:
- Collect payments on delinquent tax accounts in jeopardy of becoming uncollectable, which includes the issuance of distraint warrants, conducting field investigations to collect on delinquent accounts, and coordinating the seizure of property and assets to auction personal property to pay tax liens.
- Work with stakeholders both internal and external to the city to coordinate the processing of legal tax notices, which includes working with citizens, businesses, property owners, attorneys, the state, and city departments and agencies, and explaining tax ordinances and law.
- Review tax collection accounts to determine best method of collecting on past due taxes, negotiate payment arrangements, and monitor accounts for default, which includes verifying taxes owed, calculating interest and penal-ties, processing payments, and preparing revised billing statements.
- Research and verify debtor information, collect evidence to prove ownership, residency, business activity, and tax liability, and locate property subject to liens due to delinquent taxes.
- Research public records through state and city departments and agencies to verify and note liens on seized properties and ensure stakeholders have been notified of auction and sale of personal property.
- Investigate businesses for compliance with licensure for collection of taxes and occupational tax registration, which include maintaining case files and reports on payments, debts, uncollectible accounts, and explaining tax laws and municipal ordinances for compliance of tax obligations.
- Issue distraint warrants for accounts in default, which includes publicly posting warrants, explaining tax codes and laws, coordinating the seizure of property and assets, preparing asset inventories, and securing properties through locksmith and changing locks.
