FLSA: Exempt

Organizational Relationships: This position reports to the Deputy Director and Director of Programs within the Serve Colorado team of the Colorado Lieutenant Governor’s Office.

Expected Annual Travel: Up to 15%

Position Summary

Program and Impact Officers are the primary point of contact and portfolio manager for Ameri Corps National Service programs in Colorado. Senior Program Officers bring issue‑area expertise and experience aligning grant‑making strategies with broader priorities.

Essential Duties and Responsibilities
  • Work with the Serve Colorado team and state agency partners to grow national service.
  • Develop and oversee a grant‑making strategy for Climate Resilience, outdoor recreation economy support, and disaster mitigation, adaptation, and response programs.
  • Support the development of new partnerships.
  • Participate in the development, implementation, and maintenance of policies, objectives, and short‑ and long‑term planning, including Colorado’s State Service Plan.
  • Represent the agency at climate, conservation, and disaster community and interagency meetings; promote existing and new programs and policies as needed.
  • Manage a portfolio of planning grants that support environmental and disaster program development.
  • Review and score grant applications, interview applicants, and make recommendations to Serve Colorado leadership and the Grant Review Committee.
  • Facilitate trainings, meetings, check‑in calls, or other events with state grant recipients.
  • Provide training and technical assistance to sub‑grantees and grant applicants to ensure programs align with Serve Colorado and Ameri Corps policies.
  • Work with individual grantees to identify goals and resource needs to grow and increase program impact.
  • Partner with State of Colorado colleagues and external issue‑area experts to deliver high‑quality training and technical assistance.
  • Prepare bi‑annual grantee progress reports.
  • Assess administrative needs of grant recipients, develop and maintain records and reports, corrective action plans, and recommendations to ensure compliance and continuous improvement.
  • Conduct periodic grant recipient programmatic reviews through on‑site and/or desk reviews to ensure compliance with federal and state regulations; resolve areas of non‑compliance if necessary.
  • Stay abreast of industry trends and staffing needs through research and collaboration with state and external partners.
  • Monitor and amend Ameri Corps State grant recipient information in the eGrants Portal.
  • Provide staff support to the Lt. Governor’s Office and Governor’s Office on service and volunteerism issues and the Commission as needed.
  • Adhere to all health and safety protocols in the planning and execution of activities.
  • Use word processing, spreadsheet, database, and scheduling software to prepare correspondence, plans, reports, schedules, and related documents.
  • Continuously improve operations, streamline processes, and work cooperatively with internal and external partners to provide quality customer service.
  • Participate in team retreats, staff development, project teams, conferences, and workshops as required.
  • Perform other duties as requested and required.
Education, Experience, and Qualifications
  • Knowledge and experience in natural resource, climate, conservation, and/or disaster issues.
  • Knowledge and experience with Ameri Corps and/or national service programs.
  • Strong writing and communication skills.
  • The ability to read and interpret Federal and State laws and regulations.
  • Strong project management skills and attention to detail.
  • Strong problem‑solving skills, including experience in identifying solutions and developing new strategies.
  • Strong people skills, with experience working effectively with diverse constituencies and ensuring an equity focus.
  • Proficiency using Google Suite programs.
  • Ability to travel up to 15% of your time.
  • Exercise independent judgment within broadly defined policies and practices.
  • Analyze problems and articulate remedies in writing and verbally.
