Description of Job

The Work Unit:
This work unit exists to implement the Emission Reduction Credit (ERC) program. This program provides necessary planning and coordination of the creation and tracking of ERCs required for use by companies in certain major source permit applications. The unit reviews applications for ERCs and determines if credits are attainable by the applicant. The unit works with the permitting groups to develop language for air permits as it relates to required enforceable language needed for the creation of ERCs, and also works with the enforcement units to coordinate verification to ensure compliance with the emission reductions and permits associated with ERCs.

The group also develops and implements internal workflows across different units, maintains a registry of ERCs created and used, and develops standard operating procedures for creating, transferring, and using credits. The unit conducts research on other states’ programs and their implementation as well as research on EPA guidance on ERCs.

What You Will Be Doing

The purpose of this position is to conduct science‑based reviews of applications for ERC using mathematics, chemistry, physics, and engineering sciences in conjunction with the applicable federal and state regulatory framework and internal APCD policies. This position carries out established work processes and operations by applying and following ERC review procedures, guidance, policies and regulations. Conducts and reviews science‑based estimates of emissions of air pollutants and determines if the proposed emission reductions have been appropriately calculated, meet all the regulatory requirements, and are therefore creditable.
