This position is located in the Executive Director's Office of the Colorado Department of Natural Resources. The work unit guides and supervises the activities of the eight divisions within DNR in the development, preservation, and enhancement of Colorado’s natural resources. The office develops and oversees the Department’s approximately $380 million annual operating budget, state and federal stimulus funds, and provides detailed fiscal analyses of proposed legislation and ballot measures that affect DNR programs and divisions.
The unit also leads formal department‑level planning processes through the preparation of the Department’s annual Long Range Financial Plan, Performance Plan, and associated reporting requirements for performance metrics, and annual SMART Act hearings.
This position provides professional‑level budget and policy analysis; develops budget documents and fiscal procedures necessary to implement the Department’s annual budget; directs expenditures to ensure management objectives are met within Long Bill and legislative appropriations; and advises the Budget Director, Chief Financial Officer, Executive Director, Division Directors, and division fiscal personnel on spending and revenue issues. The role employs and designs analytical and statistical techniques to identify policy issues and recommend changes as required by changing budget, economic, and programmatic needs.
Duties & Responsibilities- Legislative Budget Development and Implementation
- Significant leadership role in the development of the Department’s annual legislative budget request, with emphasis on oversight of DNR divisions as assigned.
- Department Lead on Performance Budgeting and CORE Coding
- Lead coordinator and technical expert on all Performance Budgeting (PB) and CORE coding needs associated with the legislative budget request, implementation of the Long Bill, and special bill appropriations. Establishes processes and policies department‑wide.
- Oversight of Assigned Central Operating Appropriations
- Subject matter expert with complete working knowledge of assigned central appropriations and/common policies, especially the department’s total compensation portfolio. Establishes processes and influences management decisions for these operating budgets department‑wide.
- Special Projects and Other Duties as Assigned
- Leads special projects and assignments, such as representing the Department on statewide or multi‑department working groups, supporting initiatives associated with reimagining state government, drafting department‑wide communications, presenting on all‑staff town hall calls, conducting special research and data analysis.
