About the Colorado Water Conservation Board (CWCB)

The CWCB establishes water policy as directed by statutes to address Colorado’s water issues. Governed by a 15‑member board that includes governor‑appointed representatives from each of the eight major river basins, the City and County of Denver, and several state agencies, the CWCB protects and assures that Colorado maintains its ability to fully use its water allocation under various agreements and court decrees.

The board’s work focuses on wise use of water in light of population growth and other future drivers.

Stream and Lake Protection Section

The Section advocates for the protection, conservation, and development of the state’s waters, safeguarding approximately 9,956 miles of stream. It administers instream flow (ISF) and natural lake level (NLL) water rights through the State’s Instream Flow and Natural Lake Level Program, acquiring and protecting water rights in coordination with federal, state, local, and non‑governmental partners.

Position Overview

The main coordinator will provide programmatic support to the CWCB’s Stream and Lake Protection Section and to the full Board, handling matters related to the appropriation, acquisition, and protection of ISF and NLL water rights. Responsibilities include legal protection of water rights, acquisition support, database management, public notices, and providing counsel to ISF staff. The role requires applying knowledge of business management, specific ISF principles, state water court rules, and CWCB policies.

Responsibilities
  • Assist workflow processes for legal protection of the CWCB’s ISF water rights and water court participation with the Attorney General’s Office.
  • Support ISF water right acquisition, including administrative hearings, water court proceedings, and data maintenance.
  • Develop and manage the Section’s ISF database and its Laserfiche digital filing system.
  • Provide required public notices and maintain records of Section activities.
  • Research public questions, technical and legal data; provide information, resolve problems, advise, and make decisions on behalf of the ISF professional staff.
  • Apply business management principles, specific ISF rules, state water court rules, and CWCB policies to support the Section.
Minimum Qualifications
  • Five (5) years of experience in an office environment performing the daily onsite responsibilities that support effective office management and administration.
  • OR a combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years. Related degrees include paralegal studies, business administration, natural resources, watershed science, water law, hydrology, geology, geography, or communications.
