Position Overview

The Colorado Water Conservation Board (CWCB) works to protect and assure that Colorado can fully use its allocation of water. The Stream and Lake Protection Section, which this role supports, coordinates the protection of instream flow (ISF) and natural lake level (NLL) water rights. This position serves as the main coordinator providing programmatic support to the Section’s 8 professional staff and CWCB’s 14 board members, facilitating the acquisition, protection, and management of ISF and NLL water rights.

Responsibilities
  • Assist workflow processes for legal protection of the CWCB’s ISF water rights and participation in water court processes in coordination with the Attorney General’s Office.
  • Support ISF water right acquisition, including preparation for administrative hearings and water court proceedings, and maintenance of related data.
  • Develop and manage the Section’s ISF database and its Laserfiche digital filing system.
  • Provide required public notices and maintain records of the Section’s activities.
  • Apply knowledge of business‑management principles, ISF rules, state water court rules, and CWCB policies to provide advice, resolve problems, and make decisions on behalf of the ISF professional staff.
  • Research public questions, technical and legal data, and provide information to stakeholders.
Minimum Qualifications
  • Five (5) years of experience in an office environment performing daily responsibilities that support effective office management and administration.
  • OR a combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years. Related degrees may include paralegal studies, business administration, natural resources, watershed science, water law, hydrology, geology, geography, or communications.

Preferred Qualifications
  • Current or former State experience relevant to this position
  • Two (2) years of experience providing administrative and operational support to a professional board
  • Two (2) years of experience planning and coordinating onsite office functions
  • Two (2) years of experience working with water rights and Colorado Water Courts
  • Proficiency in Google Suite, Microsoft Office Suite, and Adobe Acrobat
Conditions of Employment
  • Must be a Colorado resident at time of employment.
  • Must be legally eligible to work in the United States; DNR does not sponsor non‑citizens of the United States.
