Job SummaryResponsible for conducting investigations of licensed liquor and tobacco businesses to ensure compliance with Colorado laws and regulations. Duties include performing inspections, compliance checks, undercover operations, preparing investigative reports, testifying in administrative or criminal proceedings, gathering evidence, issuing summons, and making arrests as needed. The investigator works as a certified Peace Officer (Colorado POST) and protects public safety while maintaining a clean, healthy, three‑tier industry.
Responsibilities- Conduct inspections, compliance checks, and plan investigations of alleged violations of Colorado Liquor and Tobacco Statutes, Criminal Statutes, and Regulations to determine if a violation has occurred and take appropriate action such as issuing a summons or producing charging documents.
- Interview witnesses, suspects, complainants, licensees, and the general public to obtain additional information or evidence.
- Utilize the Public Service Record (PSR) CSP evidence tracking system, Callyo, and other databases to support investigations.
- Make physical arrests when necessary for violations of law during liquor and tobacco investigations.
- Conduct covert operations and surveillance of licensed businesses to produce evidence for administrative action or criminal prosecution, coordinating with other agencies as required.
- Respond to complaints, proactively visit and inspect licensed businesses as an armed peace officer to prevent prohibited possession, sale, and consumption.
- Apply fact‑finding analysis, problem‑solving, and investigative techniques; provide clear, concise, and factual summaries for conviction or administrative action.
- Plan and perform underage sale compliance checks that may result in criminal enforcement.
- Prepare sworn affidavits for warrants, testify in courts and administrative hearings, and assist local police agencies with law‑enforcement support.
- Draft operational plans, coordinate with underage operative logistics, and report all operations accurately on timecards.
- Investigate potential over‑service violations that may contribute to motor‑vehicle accidents as supplemental investigations.
- Conduct investigations of alleged EBT (Electronic Benefit Transfer) violations, notify licensees, and enforce corrective actions.
- Accurately document work hours, submit overtime approvals, maintain schedules, and provide transparency to supervisors.
- Attend departmental training and maintain required certifications (arrest control, defensive tactics, firearms, POST, etc.).
- Prepare investigative reports, demands for records, summonses, warrants, and charging documents following division policy and within established time frames.
- Maintain spreadsheets for statistical purposes, provide data to supervisors, and deliver training to local authorities and the public.
Applicants must be residents of the State of Colorado at the time of submitting their application.
Minimum Qualifications- Six (6) years of full‑time professional investigative experience in a regulatory environment, or a Bachelor’s degree in a related field with two (2) years of such experience.
- Valid Colorado POST certification active, in good standing, and free of restrictions, suspensions, or revocations.
- Successfully pass a background investigation, tax check, pre‑employment background check, and physical & psychological evaluation.
- Willingness to work nights, rotating shifts, weekends, holidays, and maintain on‑call status while off‑duty for emergencies and supervisory response.
- Ability to travel extensively across the designated territory, spanning Grand Junction to Idaho Springs (west‑east) and Wyoming border to Pagosa Springs (north‑south).
- Maintain proficiency and qualification with firearms and defensive equipment as required by Colorado POST.
- Must be 21 years of age or older and possess a valid Colorado driver’s license.
- Capable of performing heavy lifting, carrying, or moving objects up to 100 pounds.
