About this Unit:
The Colorado Youth Detention Continuum (CYDC) is responsible for administering the juvenile services fund, which is allocated to judicial districts pursuant to § 19-2.5-302 C.R.S. for juvenile pretrial services within each of the state's 23 judicial districts. This includes the management of 215 secure detention beds and 39 emergency detention beds statewide. This unit provides programmatic support to local CYDC initiatives, manages contracts, oversees annual reporting requirements, and staffs the statewide working group established under § 19-2.5-1404.

About this Position:
This position is created to support the monthly report mandated by HB 25-1146. This report contains information related to "youth awaiting mitigating services" along with the use of 39 "emergency beds" statewide. This position is responsible for creating processes to ensure accurate and timely data submissions as required by HB25-1146. This is a published report that is delivered to a wide variety of stakeholders and policymakers.

This position will be responsible for presenting the information contained in the report and making policy recommendations. This position will assist in the management of the legislatively mandated "Juvenile Placement and Cost Survey".

Report Authoring:
Supports legislative bill requirements of reporting monthly an aggregated report of the status of all youth who are in detention and who are awaiting services that would mitigate the substantial risk of harm to others that are presented by the juvenile or the juvenile's risk of flight from prosecution, and the number of emergency beds used by each judicial district or facility.

Serves as the primary point of contact and Staff Authority for oversight and management of Public Reporting. As Staff Authority, this position has the sole responsibility to develop, maintain, and present Public Reports to the Senior Executive Team (SET), Residential and Reintegration Services (RRS) leadership, and Division of Youth Services (DYS) leadership. This position is also responsible for evaluating all internal findings and concerns, and creating a process for areas for improvement.

This position's work is very critical due to the highly confidential information included in these reports. In addition, this position assists with performance measures and consultations as needed.

This position creates and maintains a central, easy-to-use system to store relevant reporting documentation and project-related resources; ensures reporting documentation is updated as needed and is available to stakeholders immediately upon request. In addition, this position is responsible for developing frameworks, processes, and guidance to support staff in documenting decisions and ensuring that reporting program processes are verifiable and replicable. This position uses continuous improvement practices to assess process effectiveness and efficiency;

recommends improvements to Public Reporting processes and procedures. This position is responsible for influencing stakeholders in policy or statutory modifications. This position works closely with a group of Analyst IVs and Vs within Residential and Reintegration Services and the Office of Children, Aging and Community Services, who complete the Limit the Detention of Juveniles report. Data initially developed for this report will feed into the annual Limit the Detention of Juveniles report, which also develops policy and recommendations for potential legislation.

Juvenile Placement and Detention Analysis:
