This position exists to support the Division and the Program Services Unit in implementing program integrity strategies and programmatic directives in the county administration of the CCCAP by providing statewide monitoring of the subsidy program to ensure compliance with applicable federal laws, state statutes, and CDEC regulations for the CCCAP, recommending county training needs and performance improvement initiatives, and managing corrective action measures based on guidance outlined in federal and state regulations, state statute, the State Plan, the MOU, CCCAP regulations to ensure the appropriateness of benefits and services delivered by the 64 county departments of social/human services.
This position works alongside one other Social Services Specialist III position and the CM Team Lead to ensure accuracy and compliance with performance measures, regulations, and requirements as outlined above, and to align with CCCAP memos, operational manuals, and training consistently based on Division standards, the regulations outlined above, and CCCAP procedures. This position uses its knowledge of the CCCAP to provide policy and procedural guidance in conducting monitoring and compliance activities and overseeing county operations for adherence to applicable federal and state directives and applicable county policies regarding county eligibility determinations, providers, CHATS data entry, and fraud prevention and detection through county monitoring visits, case reviews, reviews of county‑level reviews, and data reports.
This knowledge is used to inform the training unit to provide informal technical assistance methods or the development of formal training curricula.
Additional position duties include, but are not limited to:
- Ensure counties administer CCCAP responsibly to ensure that statutory requirements are met and that adequate information regarding the use of public funds is provided while assuring these efforts are not a burden to families using the program.
- Evaluate the internal controls established by counties and the results of county efforts to eliminate fraud, waste, and abuse.
- Monitor county review processes to ensure internal controls follow CCCAP regulations and guidelines, align with CCCAP review standards and expectations, and meet the expected assurances identified in the county‑level case review process.
- Track county compliance based on performance indicators through data analysis and reports to monitor county performance and identify areas of non‑compliance or high risk.
- Utilize data to make informed recommendations to the CCCAP CM Team Lead, CCCAP Program Services Unit Manager, and CCCAP leadership regarding county compliance, performance, and associated risk.
- Monitor county compliance with CCCAP requirements by ensuring errors identified through audits, internal reviews (including quality assurance and monitoring), and county‑level reviews are addressed and resolved in a timely manner, and ensure actions are taken to prevent the recurrence of errors.
- Manage tracking and resolution of errors for assigned counties to ensure areas of non‑compliance are addressed in a timely manner and meet the requirements of the program.
- Provide technical assistance to county staff regarding implementation of the CCCAP state and federal statute, rules and regulations, and best practices for county operations.
- Deliver technical assistance or training using the CHATS Help Desk, email, telephone, in‑person meetings, webinars, or the creation of manuals and desk aids.
