About This Unit

The Colorado Youth Detention Continuum (CYDC) is responsible for administering the juvenile services fund, which is allocated to judicial districts pursuant to 19‑2.5‑302 C.R.S. for juvenile pretrial services within each of the state's 23 judicial districts. This includes the management of 215 secure detention beds and 39 emergency detention beds statewide, programmatic support to local CYDC initiatives, contract management, oversight of annual reporting requirements, and staffing the statewide working group established under 19‑2.5‑1404.

About

This Position

This position is created to support the monthly report mandated by HB 25‑1146, which contains information related to “youth awaiting mitigating services” and the use of 39 emergency beds statewide. The position is responsible for creating processes to ensure accurate and timely data submissions as required by HB 25‑1146, presenting the information contained in the report, making policy recommendations, and assisting in the management of the legislatively mandated “Juvenile Placement and Cost Survey”.

Report

Authoring

Supports legislative bill requirements by reporting monthly an aggregated report of the status of all youth in detention and awaiting services. Serves as the primary point of contact and staff authority for oversight and management of public reporting. Responsible for developing, maintaining, and presenting public reports to senior executive and leadership teams, evaluating findings, creating improvement processes, and maintaining a central system for documentation.

Uses continuous improvement practices to assess process effectiveness and recommends improvements.

Juvenile Placement and Detention Analysis

Assists in the oversight of the Juvenile Placement Survey and Cost Analysis created in HB 25‑1146, provides support for contract, budget, and direction, and develops policy recommendations. Responsible for identifying subpopulations of youth impacted by gaps in placements and services and making recommendations for improvement.

Data Access and Management

Responsible for collecting, cleaning, and analyzing data for legislatively mandated reports, coordinating with the Training and Detention Bed Coordinator on emergency bed usage, maintaining the Detention Bed Utilization Tracking Sheet, establishing protocols for system access, and ensuring compliance with security and data privacy standards.

Other Duties As Assigned

Perform assigned tasks within the scope of this position that do not fall within the realm of the previously mentioned duties.

Minimum Qualifications

Seven (7) years of relevant experience in an occupation related to the work assigned or a combination of related education and experience equal to seven (7) years.

Conditions of Employment
