Position Overview

The Air Toxics Regulatory and Program Development Unit within the Planning and Policy Program develops and supports the implementation of regulations and program elements related to House Bill 22-1244 (Public Protections from Toxic Air Contaminants). The unit coordinates with other programs and external stakeholders to reduce health impacts of toxic air contaminants in Colorado.

What You Will Do

Assist with the preparation of emission control strategies to reduce air toxic exposures in Colorado by identifying priority toxic air contaminants and developing emission control strategies. Requires extensive technical knowledge of emission sources, inventories, controls, modeling, monitoring, air quality policy, and regulatory processes. Under the supervisor’s direction, develop and utilize technical skills to compile, review, and analyze data related to emissions, monitoring, and modeling outputs;

evaluate technically feasible control strategies and costs; and prepare policy recommendations for periodic reviews to be presented to Division management and the Air Quality Control Commission (AQCC). Coordinate with other programs, units, and stakeholders to continuously improve Colorado’s air toxics program.

Key Responsibilities

Regulatory development activities related to HB 22-1244 including listing of new toxic air contaminants, identifying priority air toxics, reviewing health-based standards, and developing emission control regulations.

Minimum Qualifications
  • Six (6) years of experience in an occupational field related to air emission control requirements, engineering cost analysis, or researching strategies; or a combination of related education (B.S. or M.S. in science, engineering, economics or a closely related field) and relevant experience totaling six years.
Preferred Qualifications
  • Relevant experience with the State of Colorado.
  • Strong background in federal Clean Air Act laws and regulations as they pertain to hazardous air pollutants.
  • Experience evaluating state or local air toxic reduction strategies complementary to federal framework.
  • Ability to work well in multidisciplinary teams and meet deadlines established by Colorado statute or by supervisor.
  • Strong attention to detail and time management skills.
  • Experience evaluating economic and technical feasibility of strategies to reduce air pollution, including calculating capital and operating costs and emissions reductions.
  • Ability to effectively communicate findings to internal and external stakeholders, orally and in writing.
Conditions Of Employment

Residency Requirement

This position is open only to residents of the State of Colorado at the time of submission.
