General Statement Of Duties: Manages specific programs and / or serves as project leader to develop improved managerial procedures and practices in the Colorado Judicial Department’s court system.

Distinguishing Factors: In addition to managing programs and/or projects which must consume 50% of the employee’s time (managing programs or projects includes assigning tasks, monitoring progress and work flow checking, scheduling work, and establishing work standards), the Court Programs Analyst III position is distinguished from other classifications due to the supervisory responsibility for 3.0 or more full-time employees. If an employee does not meet the supervision requirement a Division may, in consultation with the Director of Human Resources and with the approval of the State Court Administrator, utilize this classification if the employee has responsibility for independently managing a highly specialized complex program or project.

The complexity is reflected in a need for more sophisticated analytical methods and problem solving techniques. Work typically involves coordination with Director level positions within and external to the Judicial Department. The program or project schedule must exceed 12 months. A maximum of 30% of all Court Program Analysts may be classified as a Court Program Analyst III in a Division.

This position will receive supervision from a Court Programs Analyst IV, Administrator or Division Director.

* Internal Only within the Judicial Department* This position is part of the Criminal Justice Programs Unit (CJPU) within the Court Services Division of the Colorado Judicial Branch. The Court Services Division is comprised of more than 60 employees who support statewide initiatives designed to enhance the effectiveness, efficiency, and accessibility of Colorado's trial courts. The Division values collaboration, innovation, diversity, equity, and inclusion and seeks individuals who share these commitments while serving Colorado's courts and communities.

The Criminal Justice Programs Unit (CJPU) leads the development, implementation, and oversight of statewide court programs that improve justice outcomes and expand access to behavioral health services. The unit partners with judges, court staff, justice agencies, behavioral health providers, and community organizations to implement evidence-based practices and innovative solutions that strengthen Colorado's courts. CJPU's portfolio includes adult diversion, youth justice initiatives, restorative justice, competency programs, problem-solving courts, behavioral health initiatives, and other statewide programs designed to improve outcomes for individuals involved in the justice system.

This leadership position plays a critical role in advancing behavioral health initiatives across both the criminal and civil court systems. The position provides supervision and strategic direction for statewide adult diversion programs, youth justice initiatives, and other court-based behavioral health programs. A primary responsibility of this position is supporting the implementation and ongoing advancement of SB 26-149 by strengthening coordination between the criminal and civil justice systems and developing sustainable criminal-to-civil pathways for individuals with behavioral health needs.

The position collaborates with judicial officers, court leadership, state agencies, attorneys, behavioral health providers, and community partners to implement legislation, develop statewide policies and best practices, improve cross-system coordination, and expand access to community-based behavioral health resources.
