Position: DOLA Eviction Prevention Specialist-Community and Economic Development IV-(Term Limited)

Eviction Prevention Specialist

This position will build eviction data infrastructure via a pipeline of reliable, comprehensive, and centralized eviction data at the state level; assemble an eviction data problem-solving team composed of local- and state-level actors who will work collectively around a shared goal of data-driven eviction prevention; and leverage eviction data analysis and communications to develop programs and policies that drive down evictions and keep families stably housed.

The Eviction Prevention Specialist will work to improve statewide eviction data quality and advance eviction prevention efforts across the State. The Eviction Prevention Specialist, housed in the Division of Housing's Office of Housing Recovery, will be responsible for coordinating and incorporating the work of others–including fellow Department of Local Affairs staff, other State Agencies, community partners, and eviction prevention stakeholders throughout the state–to achieve the Division of Housing's eviction prevention goals.

The primary duties and responsibilities of this position include, but are not limited to:

  • Develop, implement, and monitor DOLA's eviction prevention goals and ensure alignment with goals and objectives at the State and with external partners.
  • Utilize statewide eviction data and eviction prevention best practices to develop DOLA eviction prevention policy and program recommendations.
  • Initiate and organize collaboration among the Colorado Judicial Branch and relevant eviction data stakeholders throughout the state to improve the implementation of Colorado's SB24-064 and the collection, dissemination, and analysis of statewide eviction data.
  • Identify eviction prevention research and development projects that engage and amplify the strengths of stakeholders.
  • Track and monitor legislative changes at the local, state, and federal levels concerning eviction and eviction prevention.
  • Develop a knowledge base of eviction-prevention programs at the state and federal level.
  • Develop a plan and regularly convene and facilitate a multi-sector, statewide Eviction Data Problem Solving Team, tasked with improving statewide eviction data infrastructure in the State and also building collective decision-making capacity to leverage newly available eviction data for policy and program decisions.
  • Develop meeting agendas, lead meetings, and provide technical assistance to members of the Data Problem Solving team.
  • Build and maintain relationships with state, local and federal eviction prevention partners.
  • Serve as a primary liaison between technical and non-technical teams, translating complex data and technical information to stakeholders and identifying areas of improvement for eviction data.
  • Partner with local and state organizations to gain insights into current eviction trends and help guide advocacy work.

MINIMUM QUALIFICATIONS

Experience Only:
Seven (7) years of relevant experience working in the housing sector (eviction prevention/advocacy, housing assistance programs, property management, etc.) or an occupation performing duties as listed above related to the work assigned to this position.

OR

Education and Experience:

A combination of related education in public administration, business management, data analytics, public policy, or a closely related field (as determined by the agency) AND experience as described above equal to seven (7) years.

Required Competencies

  • Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind.
  • Experience translating complex data and technical information to stakeholders
  • Strong communication skills, including verbal, written, and visual communication
  • Ability to effectively collaborate and work cooperatively with internal and external customers and stakeholders and with leadership
  • Ability to adapt communication appropriately for purpose and audience
  • Highly organized, with experience in project and team management
  • Competency in Microsoft Office and the Google Suite

Preferred Qualifications

  • Advanced experience using Excel, including use of pivot tables, advanced functions (such as VLOOKUPS), data analysis, and data visualization
  • Experience in program planning, design, and implementation and identifying funding opportunities for expanding programs or initiatives
  • Prior experience working in state or local government
  • Prior experience working in eviction prevention
