We are looking for a County Fiscal Administrator for the Policy, and Administration!

The Partner Relations and Administration Division - County Administration Fiscal Unit serves as HCPF’s subject matter expert and primary liaison for county and tribal relations, administration, fiscal oversight, and compliance. The Division represents the Department with counties, tribal governments, local public health agencies, and other community partners and provides specialized guidance and recommendations to Department leadership on issues affecting local administration and a workforce of more than 4,500 county and eligibility-site staff.

The County Administration Fiscal Unit manages the fiscal components of county administration, including funding, accounting, budgeting, fiscal monitoring and compliance, regulatory oversight, and the County Grant Program. The unit oversees the federal, state, and local funding structure that supports county administration of Medical Assistance programs and related functions such as eligibility, program integrity, subrecipient monitoring, audits, performance improvement, and quality assurance.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Position Summary

The position serves as the grant program authority for the County Grant Program and county administration fiscal oversight, providing leadership in the development, implementation, and administration of grant policies, funding, and compliance for the local administration of the Medical Assistance Program. Responsibilities include designing and managing grant terms, conditions, and Statements of Work; serving as the Department's subject matter expert on 2 CFR Part 200, county budgeting, funding streams, and legislative reviews;

overseeing fiscal operations, subrecipient monitoring, risk assessments, and county fiscal policies and rules; conducting fiscal monitoring to ensure compliance with federal and state requirements; and strategically managing the full county grant lifecycle, including funding opportunities, proposal evaluation, award administration, and ongoing fiscal accountability.

Key Responsibilities
  • Lead the County Grant Program by designing, developing, and administering grant objectives, funding opportunities, grant terms and conditions, Statements of Work, and intergovernmental grant agreements that support the local administration of the Medical Assistance Program.
  • Manage the full grant lifecycle from planning through closeout, including developing competitive and targeted grant application processes, coordinating proposal review and scoring, issuing grant awards, monitoring performance, processing amendments, and ensuring timely closeout and final payment of grant funds.
