Position: Health Compliance Inspector, IDD Community Services HFEMS - FAA01923 (HP III)

Description of Job

The Health Facilities and Emergency Medical Services Division (HFEMSD) oversees and enforces federal and state statutes and regulations for a wide range of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, dialysis centers, emergency medical services providers, trauma centers, long‑term care facilities, HCBS waiver services, and other healthcare services. The division licenses, certifies, surveys facilities, provides patient safety and quality programs, and educates EMS providers.

The purpose of this work unit is to protect the health, safety, and welfare of patients, residents, and consumers by evaluating and securing compliance of licensed and certified facilities and providers and by providing public information about health care facilities and agencies.

Summary of Position

The position is staffed by professionals who work independently or as part of an interdisciplinary team to:

  • Assess the care, treatment and quality of life provided by health care provider agencies through observations, interviews, and record review.
  • Use experience, training and judgment to evaluate and apply statutes, regulations, guidelines, policies and procedures on a case‑by‑case basis for agency compliance/violation.
  • Work for the survey team, conduct nursing observations, provide consultation to other surveyors, and perform other applicable tasks.
  • Review occurrences and incidents of serious deficiencies and assess whether staff intervened appropriately.
  • Write statements of deficiencies, identifying areas of non‑compliance with federal and state requirements based on survey results.
  • Act as a resource, educator, and interpreter of regulations for service providers and consumers, based on established guidelines, policies and procedures.
  • Primarily work with the IDD team but may be asked to assist with other teams that utilize RN’s in the survey process.
Residency Requirement

Minimum Qualifications

Experience Only: Six (6) years providing applicable health care in an Intellectual and Developmental Disability (IDD) agency or similar program regulated by HFEMSD.

Education & Experience (Alternative): A combination of related education and/or relevant experience equal to six (6) years. For example, a bachelor’s degree in public health, social work, nursing, public administration, or a closely related field plus two (2) years of professional health care in an IDD agency.

Training, experience, or education must be substantiated within the application. Submissions that lack required documentation will not meet the minimum qualifications.

Include a cover letter no longer than two typewritten pages, double spaced, detailing how your education and experience prepare you for this role and providing specific examples of compliance and evidence‑based practice. The cover letter will be considered in the comparative analysis process.

Conditions of Employment
  • A pre‑employment background check.
  • Ability and willingness to travel independently or in a group up to 75% of the time throughout Colorado.
  • Willingness to work in environments where contagious diseases may be present.
  • Availability to respond to emergencies and to report for work immediately during a Continuing Operations Plan activation.
  • Proficiency in word processing and in using current communication technology.
  • Annual influenza vaccination or mask use; vaccination against COVID‑19; completion of annual N‑95 fit testing and PPE training.
  • Ability to work occasional evenings, nights, weekends, or holidays as needed.
  • Physical ability to lift and carry up to 45 lbs., walk or stand for extended periods, and hold a tablet in a standing position.
  • Completion and application of required surveyor training within the first six (6) months of service.
  • Use of state fleet vehicles subject to conditions of availability.
