Health Facilities and Emergency Medical Services Division (HFEMSD)The HFEMSD oversees approximately 3,200 health care facilities in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services, trauma centers, long‑term care facilities, and more. The division licenses, certifies, and conducts routine surveys of these facilities, provides consumer safety programs, certifies EMS providers, and licenses air ambulance services. The unit protects public health by ensuring compliance with federal and state laws and regulations and by offering public information on health care facilities.
Summaryof Position
This RN position works independently or as part of an interdisciplinary survey team to assess the care, treatment, and quality of life provided by health care facilities. Responsibilities include conducting nursing observations, reviewing records, writing statements of deficiencies, and serving as a resource, educator, and interpreter of regulations for service providers and consumers.
Duties of Position- Conduct unannounced surveys of nursing facilities to determine compliance with applicable statutes and regulations.
- Assess and evaluate the quality of care, services, and treatment of residents/patients through observations, record review, and interviews with residents, family members, staff, and external professionals.
- Collect and document evidence and survey results based on observations, interviews, and record review.
- Analyze the evidence to determine whether and how the facility is out of compliance with applicable statutes and regulations.
- Write clear, concise, legally defensible statements of deficiencies based on analysis of documented findings.
- Advise health care facility providers, consumers, and other government agencies regarding regulatory requirements.
- Determine which non‑compliant areas to cite and specify the regulation for each citation.
- Investigate complex complaint allegations, analyze data gathered during the investigation, and issue appropriate regulatory citations when findings are substantiated.

- Six (6) years of applicable health care experience in a facility or program regulated by the HFEMSD.
- Current, valid licensure as a Registered Nurse from the Colorado Board of Nursing or a state participating in the Enhanced Nurse Licensure Compact (eNLC).
- OR a combination of education and experience equivalent to six (6) years: two (2) years of professional health care in a regulated facility or program, graduation from an accredited college or university with a bachelor's degree in Nursing, Public Health, Social Work, or a closely related field, and current, valid RN licensure (as above).
- All documentation must be substantiated within the Work Experience & Education section of your application. Submit unofficial transcripts or a copy of your degree if using education to substitute for experience. Provide DD‑214 if claiming veteran status.
- Pre‑employment background check.
- Ability and willingness to travel independently or with a group up to 50% of the time throughout Colorado.
- Active, unrestricted RN license.
- Willingness to work in environments where contagious diseases may be present. Appropriate personal protective equipment and protocols will be provided.
