Hourly: $43.90 - $55.05.
Biweekly: $3,512.31 - $4,403.94.
Monthly: $7,610.00 - $9,541.87.
The position serves as the first‑level supervisor over all staff and functional areas within the Employee Relations team, including Risk Management, Workers’ Compensation, Ergonomics, FMLA, ADA, Benefits, Safety, and Labor Relations Policy. The role develops agency‑wide goals and objectives to ensure compliance with department policy, state personnel rules, and state and federal laws.
As a strategic partner with the HR Director and HR Leadership, the incumbent develops and/or supervises policy and procedure development for Employee Relations programs, ensuring consistent and equitable application of policies and compliance with state personnel rules and federal laws.
Enforces regulation and policies in the CDLE Equal Opportunity program, establishing and overseeing procedures to ensure compliance with Civil Rights Laws and regulations formulated by the US Department of Labor.

HUMAN RESOURCES SPECIALIST V
Eight (8) years of relevant experience in an occupation related to the work assigned to this position, including a combination of:
Risk Management/Workers' Compensation, Family Medical Leave Act/FAMLI, Americans with Disabilities Act, Benefits Administration, workplace investigations in conjunction with EEO complaints including Title VII, Colorado Civil Rights Division investigations, Human Resources Policy, and Labor Relations.
OR a combination of related education and/or relevant experience equal to eight (8) years in Human Resources, Risk Management, or a closely related field.
Preferred Qualifications- Supervision experience.
- Experience writing EEO complaint responses to CCRD and EEOC.
- Experience conducting/coordinating threat assessments.
- Demonstrated experience ensuring compliance with employment law protections (WC, ADA, FMLA, FAMLI, etc.).
- Benefits administration for health, dental, and life insurance.
- SHRM or HRCI certification.
- Experience performing similar duties as a State of Colorado classified employee.
- Must be a current resident of Colorado.
- Must pass a thorough background check prior to employment, including the E‑Verify process.
