This position is only open to Colorado state residents.

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Work Unit

The Grants Software Analyst works in the Colorado Department of Transportation's (CDOT's) Subrecipient Grants Support Unit (SGSU) which is housed within the Division of Accounting and Finance (DAF). The SGSU brings together multiple, disparate grant-related business processes across several CDOT Divisions, as well as enterprises, establishing operational standards across CDOT, revising/creating policies and procedures, enhancing administrative and compliance support in the grants management space, and facilitating the implementation of a grants management training curriculum.

This unit has matrixed responsibility to/with several CDOT support units to accomplish its goals and externally with our Federal Partners, grantees, planning partners, and other State Agency offices as needed.

About the Position

This position serves as Staff Authority and CDOT-wide lead for Grants Management Software. The Grants Software Analyst is responsible for strategic implementation, testing, configuration, integration, and continuous support and improvement of a centralized grants management platform, as well as decommissioning of legacy systems. This position leads the end-to-end lifecycle of CDOT’s Grants Management Software (GMS) and acts as the primary subject matter expert, providing strategic guidance, training, and QA/QC oversight to internal teams, regional offices, and external enterprises.

The Analyst develops and implements policies and procedures and specifications related to the GMS and Project Management System and develops guidance to ensure uniform application of policies and procedures.

Key Responsibilities
  • Responsible for strategic implementation, configuration, integration, management, and continuous support and improvement of a centralized grants management platform.
  • Ensures the Grant Management Software (GMS) aligns with CDOT’s grantmaking business processes, compliance requirements, and operational goals across multiple divisions and stakeholders.
  • Acts as the operational architect of CDOT’s grantmaking system, responsible for translating fragmented processes into a standardized, data-driven enterprise platform and ensuring it works and sees widespread adoption in practice.
  • Develops a long-term strategic plan for the GMS, overseeing its multi-phased approach to achieving a single, functional, efficient, and maintainable platform.
  • Evaluates systems on an ongoing basis and recommends needed updates/changes to the GMS based on changes to business needs, software efficiencies, etc.
