About The Unit

The Office of Economic Security (OES) shares the Colorado Department of Human Services (CDHS) vision to serve Coloradans through bold and innovative health and human services. In collaboration with our partners, OES’s mission is to provide income, nutritional, and support services to those in need. The OES manages internal programs and divisions as well as all external activities, including the supervision of 64 counties’ social/human services for compliance with Federal and State statutes and regulations.

Job Summary

This hybrid position requires a minimum of two (2) days in the office each week and may involve travel within the state for meetings and community engagement activities.

What You Will Be Doing

The Deputy Director works to ensure the fulfillment of the Department’s mission and goals. This senior‑level role provides direction and leadership for the internal operations of OES and serves as a strategic partner to the Office Director. Duties include implementing the Director’s vision, managing day‑to‑day operations, coordinating across OES divisions (Child Support Division, Division of Economic and Workforce Strategies, Food and Energy Assistance Division, Staff Development Division, Disability Determination Services), and representing OES on the CDHS Extended Executive Management Team.

Job Duties
  • Operations: Manage day‑to‑day operations and supervise three operational teams; review and approve proposals, memos, and policies aligned with the strategic plan; handle personnel issues office‑wide.
  • Organizational Management: Guide strategic planning, policy development, support legislative and state budget activities, and fiscal and audit activities.
  • Project Coordination / Management: Assist the Office Director with business management of OES projects/tasks, including development, implementation, coordination, and supervision of projects; coordinate process improvement efforts.
  • Financial Performance: Facilitate and represent the Office budget/finance/contract process in collaboration with other agencies and units; represent OES leadership in CDHS‑wide budget meetings.
  • Other Duties: Act on behalf of the Office Director in their absence, including meeting coverage and decision‑making.
Key Operational Areas
  • Organizational leadership and development to build a positive culture and trust within the Office.
  • Communication strategies to build inspiring, clear, and visible impact through program services.
  • Strategic internal and external relationships across the Department and partner state agencies, counties, and advocates.
Minimum Qualifications
  • Option 1 – Experience Only: Ten (10) years of relevant experience in Federal or State Government, Human Services, Public Administration, Business Administration, government finance & contracting, HR policies and procedures, budgeting, data analysis, and IT; two (2) of those years must include establishing goals and objectives, preparing and managing a budget, and leading teams.
  • Option 2 –

    Education and Experience:

    Combination of related education (Accounting, Finance, Economics, Human Services, Public Policy, Business Administration, Public Administration, Management, or a closely related field) and at least ten (10) years of experience with two (2) years involving goal‑setting, budget management, and team leadership.
Preferred Qualifications
  • Experience in Colorado finance & contracting, HR policies and procedures, budgeting, data analysis, and IT.
  • At least six (6) years of progressive responsibility in finance, procurement/contracting, IT, and/or data/reporting.
  • Advanced degree in business administration, public policy, public administration, finance, IT, or a related field.
  • Extensive experience managing employees in a large, complex organization.
  • Experience evaluating and analyzing data, overseeing procurement processes, contracts, and budget management.
  • Experience in legislative policy and fiscal impact analysis.
  • Strong leadership, communication, negotiation, and coalition‑building skills.
  • Knowledge of CDHS statutes, rules, policy, and best practices.
