About This Position

This position reports to the Finance Director and serves on the Finance Division Leadership team. The role requires close collaboration with the Budget Execution manager for cross‑training between the Legislative Budget and Budget Execution teams. This position plans, directs, coordinates, and monitors the legislative budget process for the state‑funded portion, which makes up 78% of BHA’s total $300M+ budget.

Key responsibilities include:

  • Timely development and preparation of annual and supplemental budget requests.
  • Integrating BHA’s departmental policies, goals, and objectives for current and planned operations into the annual budget request.
  • Collaborating with all BHA Divisions to identify and develop new budget requests.
  • Analyzing policy implications and resource requirements for the department while maintaining awareness of the state’s policy direction and resource limitations.

The position is responsible for the BHA’s budget submission to the OSPB and the General Assembly. The position directs and coordinates all legislative budget activities of the BHA with OSPB, other Executive branch departments, and the Legislative branch, which includes the JBC, the Appropriations Committees, the Capital Development Committee (CDC), and the Legislative Council.

Budget Development and Program Management

This position directs and manages the Department’s Legislative Budget process. The position oversees the preparation and submission of the Department’s annual budget requests, including capital construction, supplemental, and budget amendment requests.

Responsibilities
  • Legislative Budget Management:
    Directs the annual BHA legislative budget process, ensuring all budget requests are timely, accurate, clear, and that departmental initiatives are appropriately funded within state resource limitations.
  • Coordination and Response:
    Develops and oversees the coordination of all BHA legislative budget activities and responses.
  • "Long Bill" Management:
    Manage, track, and verify the accuracy of the BHA’s legislative budget document (the “Long Bill”), including line item descriptions, budget amounts, letter notes, and management of the allocation of centrally appropriated BHA funds.
  • Inquiry Oversight:
    Ensure the accuracy, appropriateness, and timely submission of all BHA responses to inquiries from the Joint Budget Committee (JBC) and the Governor’s Office of State Planning and Budgeting (OSPB).
  • Capital Construction Review:
    Review proposed capital construction requests and provide feedback to program and budget staff to ensure compliance with all requirements detailed in the annual OSPB budget instructions.
Budget Strategy
  • Policy and Strategy:
    Researching, developing, and recommending innovative strategies and solutions in response to new policy initiatives.
  • Legislative and Planning Review:
    Reviewing and developing responses for all fiscal notes and budget documents submitted to the Joint Budget Committee (JBC), Legislative Counsel, the Office of State Planning and Budget (OSPB), and the Capital Development Committee (CDC).
  • Advocacy and Negotiation:
    Under the direction of the Chief Financial Officer (CFO) represents and negotiates BHA interests in assigned areas.
Staff Development and Supervision
  • I. Planning and Delegation:
    Identifies staff needs, develops annual work plans, and implements plans through assignment of tasks to budget analysts; prioritizes projects and workflow of subordinates; provides clear directions, expectations, and deadlines for staff; maintains oversight on project management plans.
  • II. Workflow and Quality Control:
    Implements methods, procedures, and processes to improve workflow, efficiency, and productivity; ensures services and products delivered by staff are of superior quality, timeliness, and quantity; provides guidance, develops written procedures, and creates measures for evaluating, analyzing, and monitoring program performance and accountability; actively works to remove barriers for staff.
