What We Offer
The City and County of Denver offers competitive pay commensurate with education and experience. New hires are typically brought into the organization between $101,050 - $124,000/year. We also offer generous benefits for full-time employees which include but are not limited to:

In this position you can expect to work five (5) days in office at or near the Webb Municipal Building (201 W. Colfax Ave., Denver, CO 80202).

The team will add a new parking citation administrative review program in 2026. ROWE coordinates with other divisions in DOTI, works closely with other departments in the City that offer enforcement within their authority, supports parking related actions managed by Denver County Courts and manages the city's Parking Management Information System through a contracted vendor. ROWE strives to be a national leader in delivering safe, equitable, and carefree transportation for all users through innovative and diverse enforcement tools and strategies.
DOTI is currently seeking a highly qualified and motivated leader for the position of Manager. The individual chosen to fill this position will become an integral part of the DOTI leadership team by directing all strategic and operational areas of ROWE.
Specifically, as the Right of Way Enforcement Manager, you will:
- Implement operational plans, strategic initiatives, and team goals to meet established performance expectations.
- Maintain and apply the division's procedures, workflows, and operational standards to ensure consistent and effective service delivery.
- Provide thoughtful and knowledgeable guidance to internal partners, external stakeholders, and community members on enforcement operations and related programs.
- Apply and enforce policies, programs, and operating procedures within assigned areas, monitor operating costs, and help ensure budget compliance.
- Oversee and guide the implementation and daily operations of the new First Level Review program to ensure consistent, fair, and efficient case handling.
- Coach, mentor, and develop staff, fostering a supportive team environment and encouraging continuous improvement in daily operations.
- Set clear goals and expectations for team members, deliver performance feedback, and conduct formal evaluations to support professional growth.
- Encourage and implement process improvements and innovative ideas that enhance operational efficiency and the overall customer and community experience.
Our ideal candidate has some or all the following experience, skills, and characteristics:
- Experience in parking enforcement, transportation operations, compliance, or a related regulatory field, with an understanding of on-street operations, legal processes, and enforcement strategies.
- Demonstrated ability to lead, motivate, and support frontline teams in high-stress, customer-facing environments, with strong emotional intelligence and a commitment to staff well-being.
