Responsibilities- Strategy Execution and Enterprise Integration: translate organizational priorities into operational plans, establish timelines and accountability structures, and measure outcomes. serve as a key executive integrator across Programs, Finance, Compliance, Human Resources, Administrative Operations, Data/IT, Communications, and Strategy.
- Operating Model, Governance, and Decision-Making: develop and maintain the operating model, governance structures, meeting cadence, and performance review processes; promote transparency and cross-functional coordination.
- Program and Service Delivery Leadership: provide executive leadership for program and service delivery; drive continuous improvement in organizational structures, workflows, and program design.
- Financial and Operational Sustainability: ensure financial viability, oversee planning, budgeting, resource allocation, staffing models, and performance reporting.
- Quality, Compliance, and
Risk Management:
ensure compliance with applicable requirements; identify, monitor, and mitigate risk; embed quality and accountability across operations. - Performance Measurement and Continuous Improvement: develop performance measurement systems, define and monitor KPIs, use data to drive improvement.
- Workforce Capacity, Training, and Leadership Infrastructure: ensure sustainable staffing, competency, training, supervision, and leadership development; address workforce risks and retention.
- Client Experience and Issue Resolution: maintain a client-centered operating model; monitor feedback and drive continuous operational improvements.
- Stakeholder, Funder, and Community Relations: build strategic relationships with funders and external partners to advance RMHS’s mission and sustainability.
- Technology, Data, and Systems Enablement: collaborate with IT and data teams to ensure systems and reporting support operations and priorities.
- Culture and Organizational Health: model the Code of Values and promote open communication, engagement, and organizational resilience.
- Other Duties: participate in strategic positioning, crisis response support, and other duties as assigned.
- Significant executive or senior leadership experience leading complex, multi-disciplinary service organizations.
- Ability to translate strategy into operational execution with planning, accountability systems, and cross-functional leadership.
- Strong systems-thinking and experience designing operating models, improving workflows, and leading organizational change.
- Strong financial acumen with budgeting, resource allocation, and performance management experience.
- Experience with government contracts, regulatory oversight, audit requirements, and complex compliance obligations.
- Data-driven decision-making and continuous improvement experience.
- Coaching and development of senior leaders; fostering a values-driven culture.
- Excellent communication and relationship-building skills with diverse stakeholders.
- Ability to exercise sound judgment, manage ambiguity, and make timely decisions.
- Commitment to delivering high-quality, client-centered, and financially sustainable services.
- Confidentiality, integrity, and professional representation of RMHS.
- Proficiency with Microsoft Office and other tools supporting executive leadership.
- Bachelor’s degree in business administration, public administration, nonprofit management, health and human services, social work, public policy, or related field required.
- Master’s degree preferred.
- Minimum of 10 years of progressively responsible professional experience, including at least five years of senior leadership experience supervising leaders and managing complex programs or operations.
- Experience in Medicaid, long-term services and supports, disability services, behavioral health, or other regulated program environments strongly preferred.
- Certificates, Licenses, and Registrations:
Valid driver’s license and proof of insurance required. - Work Schedule:
Flexible executive-level schedule; hybrid work environment; remote-first with in-person presence as needed. - Work Environment:
Hybrid arrangement; in-person presence often required for leadership activities and stakeholder engagement. - Physical Demands:
Normal office activities; occasional lifting up to 50–100 pounds; reasonable accommodations available. - Travel:
Regular local travel; occasional air and overnight travel may be required.
