Project Cost Controls Manager
The Project Cost Controls Manager is a regional leadership role responsible for overseeing cost control and project financial performance across multiple EPC projects. This position leads a large team of project controls professionals and partners closely with Project Management, Operations, Finance, and Accounting to provide the insight and discipline needed to keep projects on budget and financially successful.
The role focuses primarily on cost management, forecasting, earned value, change management, risk, and project performance reporting. The successful candidate will provide leadership and mentorship to the regional team, establish consistent processes and standards, and drive accountability across projects.
This is a Cost Controls leadership position—not a scheduling-focused role. The ideal candidate brings extensive EPC cost controls experience along with proven experience leading and developing high-performing project controls teams.
Leadership & Regional OversightThe Project Controls Manager is a regional project controls leader responsible for providing direction, leadership, and oversight to a large team of project controls professionals supporting multiple projects. This role sets expectations, drives consistency, develops talent, and ensures project controls teams have the tools, processes, and support needed to deliver strong project performance.
- Lead, manage, coach, and develop a large team of project controls professionals across the region
- Provide leadership, direction, and mentorship to Cost Specialists, Schedulers, and other project controls personnel
- Establish consistent project controls standards, processes, and best practices across the region
- Assess team and project needs, allocate resources, and ensure projects are appropriately staffed
- Review the quality and accuracy of project controls deliverables and provide guidance to improve performance
- Partner with Project Management, Operations, Finance, and Accounting leadership to identify risks, resolve issues, and drive project performance
- Support staff development, succession planning, and career growth within the project controls organization
- Work closely with Project Management teams to understand project requirements, objectives, risks, and constraints and proactively support successful project delivery
- Develop and maintain Project Controls Execution Plans (PCEP) and ensure consistent execution across projects
- Establish, maintain, and update project budgets, actuals, commitments, forecasts, and cost controls within QISG systems
- Lead cost forecasting, trend management, change management, and variance analysis
- Oversee project cost performance, including EAC, CPI, SPI, manpower, progress, productivity, accruals, and earned value
- Identify cost, schedule, and project risks and work with project leadership to develop mitigation strategies
- Oversee subcontractor, vendor, material, equipment, and professional services budgets and forecasts
- Ensure accurate and timely monthly project reporting, customer reporting, and financial close activities
- Partner with Finance and Accounting on revenue recognition, invoicing, cash flow, and project cost forecasting
- Support internal and external audits and ensure compliance with QISG policies, procedures, and project controls standards
- Leverage Power BI and other reporting tools to turn project data into clear, actionable insights for leadership
- Support proposals, special projects, and ad hoc business needs as required
This is a leadership role first and foremost—responsible for building a strong regional project controls team while ensuring projects have the financial visibility, discipline, and insight needed to succeed.
Required Experience & Education- Bachelor's degree in Construction Management, Engineering, Business, or related field; equivalent project controls and industry experience may be considered
- 15+ years of project controls experience, including large, multi-year EPC design and construction projects
- Strong leadership experience managing and developing project controls teams
- Thorough knowledge and proficiency with Primavera P6
