Position Overview

The Quality Control Director is the senior owner-side leader accountable for construction quality across Fleet’s data center portfolio, leading an independent quality function that reports outside the construction delivery line. This independence is deliberate and structural: it ensures quality is verified objectively, never subordinated to schedule or cost, and never marking its own homework.

The Quality Control Director sets Fleet’s quality standards, systems, and inspection framework, and leads the Site Quality Managers (one per building) on a solid line. The quality function partners closely with the Commissioning (Cx) organization — a separate matrix pillar — to give leadership integrated assurance that each asset is both built right (QA/QC) and performs right (commissioning), while preserving independent verification on each side.

Reporting

& Structure
  • Independent function:
    Reports to the VP, Construction as a peer to the Director of Construction, Preconstruction Director, and Project Controls Director — deliberately outside the construction delivery line to preserve objectivity.
  • Site Quality Managers (solid line):
    Leads the Site Quality Managers (one per building), who are dedicated to quality and report to the Quality Control Director rather than to site construction leadership.
  • Commissioning partnership:
    Partners with the Commissioning organization (separate matrix pillar) at turnover; the two functions coordinate closely but report through different lines to preserve independent verification.
Quality Standards & Governance
  • Quality Management System:
    Establish and own Fleet’s construction quality management system — quality plans, inspection and test plans, standards, checklists, and acceptance criteria — across all campuses and disciplines (CSA, MEP, power).
  • Program Consistency:
    Ensure a consistent, repeatable quality program at every campus, scaled as the portfolio grows from a single campus to concurrent campuses.
  • Standards Evolution:
    Drive continuous improvement of Fleet standards using defect trends, root-cause analysis, and lessons learned, in partnership with in-house design/engineering and preconstruction.
Portfolio Quality Assurance
  • Independent Verification:
    Own independent, owner-side verification that construction conforms to design documents, specifications, and codes across the portfolio.
  • Nonconformance & Corrective Action:
    Own the NCR and corrective-action framework; track systemic quality issues to root-cause resolution and prevent recurrence across campuses.
