Job Description

The Work Unit:

This position is housed in the Chronic Disease Epidemiology and Evaluation Program (CDEEP), which is located in the Center for Health and Environmental Data (CHED). The program exists to provide surveillance, epidemiology, and evaluation support to CDPHE programs, primarily those in the Prevention Services Division. The program provides managers, policy makers, and other decision makers with population and programmatic data to help direct programs and policies to the appropriate geographies and demographics, and evaluate programs' efficiency, effectiveness, and impact.

The program is also responsible for data collection, analysis, and dissemination of population surveillance data for use in monitoring population and health trends, and in support of measuring progress towards state and local public health goals. This position reports to the CDEEP Evaluation Unit Supervisor.

Purpose of Position:

This position exists to provide evaluation services to CDPHE's public health and environmental programs. This includes providing technical assistance in defining measurable program goals and objectives; planning and designing evaluation research methodologies with the purpose of assessing needs, aiding in program improvement, demonstrating accountability, effectiveness or impact, all to inform programmatic decisions; assessing the statistical reliability and validity of potential measurement instruments and/or developing new measurement tools as needed;

planning and independently performing descriptive and inferential statistical analyses of quantitative data sets used in evaluation studies; employing qualitative research methods such as surveys, focus groups and key informant interviews to elicit qualitative evaluation information, and independently interpreting results to inform judgments about the program's performance related to their evaluation questions. It is responsible for convening partners to plan evaluations, discuss interim progress, share key findings, and discuss potential implications of the findings on program operations and future evaluation needs.

This position collaborates with multiple internal and external partners to negotiate evaluation timelines, methods, and deliverables, and document the agreements in written scopes of works. The position deploys a high level of knowledge and expertise in evaluation theories, frameworks, tools, and research methods, as well as expertise in statistical test and/or qualitative methodologies available to answer various evaluation and data questions.

The position has suitable knowledge and expertise to offer opinions that will provide direction for future action by program staff.

STATISTICAL ANALYST II I1B2XX
Concept of Class

This class describes the fully-operational level of statistical analysis. In addition to work described by the Statistical Analyst I class, work in this class involves the use of the principles and theories of the inferential statistics field. At this level, positions are expected to independently develop and complete a range of analyses and reports using inferential statistical measures commonly used in their field.

Some applications may require modifications of those measures. Positions are expected to interpret results of these analyses and provide explanation for variances in measures used for program or research recommendations included in reports. Positions at this level are expected to make decisions and recommendations with only administrative review and act independently based on the full knowledge of the unit's activities and missions.

Positions typically consult on statistical sampling techniques, database alternatives, and on organizing and conducting analyses of operations or research activities. Statistical projects include estimates or projections where reports are based on frequencies, distributions, correlations, regressions, and other measurements of collected data. Reports include summaries, conclusions, assumptions, and recommendations based on judgement and inferential techniques. Work typically includes deciding the modification of computerized statistical packages that compile or manipulate data, and the application of the packages to such data.

This class differs from the Statistical Analyst I class on the Decision Making factor and may differ in the Complexity and Purpose of Contact factors.
