Pro Sidian is seeking an Environmental Scientist (ESTS2) – a key personnel subject matter expert under the DOE Golden Field Office for Energy Efficiency and Renewable Energy Technical Support Services. The role focuses on environmental services solutions for the Energy Efficiency and Conservation Block Grant Program and NEPA support.
JOB OVERVIEWProvide services and support as a Technical Support Scientist in the Energy, Resources, and Industrials industry sector focusing on Environmental Services Solutions for the DOE Golden Field Office.
RESPONSIBILITIES AND DUTIES- Provide EERE Technical Support Services for the EECBG NEPA program.
- Act as an expert in air quality, lead the preparation and technical review of air quality sections within environmental documents; ensure quality assurance.
- Collaborate with internal staff and external partners to ensure accuracy and compliance of air‑quality related documentation.
- Participate in periodic reviews, provide detailed technical analysis, and maintain meticulous documentation.
- Perform NEPA environmental analysis and determinations: analyze recipient information, develop draft categorical exclusions, gather data, synthesize information for historic preservation reporting.
- Support NEPA inbox functions: monitor project submissions, provide reports on verification checklists, enter new project information into NEPA tracker, review NEPA logs, forward emails to NEPA division director or specialist.
- Attend virtual NEPA meetings, public meetings, and phone calls; document results, support concept paper reviews, and develop draft Statement of Project Objectives.
- Track NEPA progress and update as necessary until review actions complete.
- Record NEPA documents in designated locations, assist with environmental policy and training development.
- Bachelor’s degree in a relevant scientific discipline.
- Minimum 10 years of environmental analysis and documentation experience.
- Substitution options:
Master’s degree and 8 years of experience, or Doctorate degree and 6 years of experience. - Expertise in air‑quality assessment and analysis and understanding of related regulations and standards.
- Proficiency in technical writing for air‑quality sections.
- Strong communication skills – oral and written – and capacity to conduct technical reviews.
- Teamwork and collaboration skills with internal and external stakeholders.
- Proficient in Microsoft Office (Word, Excel, PowerPoint, Publisher) and Adobe; ability to learn other tools quickly.
