About The Unit

The Colorado Division for the Deaf, Hard of Hearing, and Deaf Blind (Division) runs multiple programs within the Communications Services for People with Disabilities Enterprise. The Enterprise is supported by the Colorado Department of Human Services (CDHS). The Division’s mission is to create a barrier‑free Colorado by ensuring equitable access for Deaf, Hard of Hearing, and Deaf Blind (DHHDB) individuals through a variety of programs and services.

This position is hybrid; at least two days a week must be worked in the office. Travel within Colorado for meetings and community engagement may be required.

Summary Of The Position

The Coordinator oversees the Division’s Communication Access Services, ensuring high‑quality auxiliary services such as sign language interpretation and CART for legal and rural programs. The role serves as the subject‑matter expert on communication access and requires in‑depth knowledge of federal and state laws, including the ADA and Section 504.

Key Responsibilities
  • Program Management & Compliance
    • Oversees the implementation of all legislated program mandates.
    • Manages program rule making pursuant to Department procedures and the Administrative Procedures Act.
    • Conducts intake and assessment of new consumers for the Legal and Rural programs.
    • Monitors program budget and collaborates with the Fiscal Unit.
  • Quality Assurance & Credentialing
    • Oversees credentialing of sign language interpreters and CART providers for Colorado State Courts.
    • Establishes and monitors communication access standards with the Interpreting and Scheduling Units.
  • Community Engagement & Outreach
    • Leads the Legal and Rural Advisory Councils, including recruitment and meeting facilitation.
    • Develops and distributes technical assistance, education, and outreach materials.
    • Collaborates with partners to analyze data and improve service effectiveness.

Job Duties
  • Program Coordination, Compliance, and Rule making – Serves as the subject‑matter expert, oversees implementation of mandates, manages rule making, conducts intake assessments, and monitors budget with the Fiscal Unit.
  • Community Engagement, Outreach, and Collaboration – Acts as the liaison for served communities, leads advisory councils, develops outreach plans, and maintains partnerships to ensure equitable access.
  • Assurance and Credentialing – Oversees credentialing of interpreters and CART captioners, reviews standards, and collaborates with Interpreting and Scheduling Units.
  • Other duties as assigned – Performs related duties or special projects as required.
Minimum Qualifications
  • At least seven (7) years of relevant experience or a combination of related education and experience equal to seven years.
  • American Sign Language (ASL) proficiency (or ability to attain proficiency within two years).
  • Seven years of professional experience in Program Coordination, Project Management, Public Administration, Human Services, or Communication Access, including at least three years working with communication access services or DHHDB individuals.
  • Or a combination of related education and at least two years of professional experience in Program Coordination and working with DHHDB individuals.
Preferred Qualifications
  • Program coordination and administration expertise, including application processing and data management.
  • Strong communication and interpersonal skills with community members and partners.
  • Experience building and maintaining partnerships and managing complaint resolution.
  • Quality assurance and budgeting experience.
  • Self‑motivation and ability to manage competing priorities independently.
  • Extensive knowledge of DHHDB communities and ASL proficiency.
  • Expertise with Communication Access Services (e.g., interpretation, CART, tactile interpreting).
  • Knowledge of federal and state laws regarding communication access (ADA, Section 504, state laws).
  • Experience with ADA communication access in judicial or rural settings.
  • Proficiency in Adobe, Google Suite, and Microsoft Office, including Excel.
  • Attention to detail and strong organizational skills.
