Summary of Job

Supervises a team of Service Coordinators who provide case management, resources, onsite programs/partnerships, technical support to resident councils, and referrals to Housing Authority of the City and County of Denver ("DHA") residents to improve their quality of life. Administers and monitors DHA's Service Coordinator program, which aims to help low-income individuals and families work towards economic self‑sufficiency or helps senior and disabled populations to live independently and age in place.

Clients served are public housing and/or Housing Choice Voucher ("HCV")/Section 8 residents. Program Administrators maintain a case load and provide case management.

There are two Program Administrators that work under the Service Coordination Program:

  • Self‑Sufficiency Program Administrator Family Sites – Supervises staff and programming that provide economic self‑sufficiency resources, referrals, and case management to public housing residents at family sites.
  • Aging in Place Program Administrator – Supervises staff and programming that provide aging in place programming for senior citizens and people with disabilities in DHA's public housing. Programming includes but is not limited to food security, transportation assistance, helping residents to meet medical needs, enhancing community engagement to reduce isolation and improve mental health.

This role is classified as Exempt and is a Professional II. The hiring range is $78,000.26 - $97,500.74

Essential Duties and Responsibilities

  • Supervises assigned staff, including hiring, onboarding, guiding day‑to‑day work and program performance, performance reviews, and ongoing training needs.
  • Takes direction from Service Coordinator Program Manager and works cohesively with other Service Coordinator Program Administrator to lead a unified team and program. Reviews, develops, and recommends improvements to services and programs in partnership with this SC Leadership team.
  • Maintains an understanding of the grants and other funding sources that fund the Service Coordinator program, including HUD ROSS and Multifamily Service Coordinator grants. Works with Program Manager and Grant Administrator to assist with and monitor grant applications, implementation, compliance, budgets, reporting requirements.
  • Works with Program Manager to ensure team data collection is in alignment with agency and grant needs. Ensures that programs meet agency and grant goals and adjusts programming as needed to achieve successful outcomes.
  • Works with LRC/RCB Program Administrator to ensure staff under supervision are providing appropriate technical support to LRCs.
  • Maintains a Service Coordinator caseload of residents and supports their site(s) Local Resident Council.
  • Collaborates with community partners to provide relevant services to DHA residents. Vets new partnerships to assure services align with resident needs and program goals.
  • Oversees internal/direct Service Coordination programming as assigned. Researches and develops new resident programs as needed.
  • Coordinates with other RCC teams. Leads referral efforts and ensures staff have appropriate understanding of other RCC programs to help residents move along the RCC services continuum.
  • Coordinates with other DHA departments. Ensures staff are maintaining regular contact with Housing Management site staff and assists in deescalating site concerns or conflict. Engages appropriately with Communications and Executive teams as required.
  • Coordinates and/or assists with special event planning and events.
  • Performs other duties as assigned.

Education & Experience Requirements

Required

  • Education: Bachelor's degree in human services or related field; equivalent combination of education and experience may be substituted
  • Human Services

    Experience:

    Minimum 3 years in the human services field
  • Case Management

    Experience:

    Minimum 3 years providing self‑sufficiency case management, resources, and referrals to low‑income and culturally diverse populations
