Supervises the Placement Coordinator positions and Foster Care positions, including the Foster Care Recruitment and Retention position; responsible for providing oversight of services related to out of home placement of children; reports information on contracts, services, community partnerships, and placement data to administration; works collaboratively across the division to educate, train and inform team members about our county foster care program, out of home placement options, placement availability, levels of care, participates on statewide work groups related to foster care and placement continuum issues, etc.

- Ensure review processes to approve or deny QRTP placements for children are being adhered to and train/educate team members on this process. Partner with Signal BHO to problem solve any youth going through the Independent Assessment Process.
- Negotiate purchase of out of home services when necessary and execute contracts. Negotiate and monitor out of state placements when necessary. Approve bed holds for youth who are hospitalized or on the run. Communicate and collaborate frequently with Child Welfare Accounting Department.
- Initiate and ensure regular communication with Colorado Access and other RAE’s when necessary to discuss youth with mental health and/or medical needs.
- Conduct one-on-one consultation with caseworkers and supervisors to provide feedback regarding potential placements, service requests and case direction.
- Collaborate with the Family Search and Engagement Supervisor in ensuring all kinship placement options have been explored and exhausted before looking at non-relative care.
- Participate in Creative Solutions calls and other problem-solving forums for difficult to place youth.
- Provide direct supervision and facilitate team meetings with placement and foster care staff, and Education Coordinator.
- Discuss placement decisions, monitor institutional investigations, track census data and other related concerns.
- Employ dispute resolution skills to resolve issues between out of home providers and ACHSD staff.
- Collaborate with the supervisor of the Foster Care Services and Support I team on a minimum weekly basis to ensure communication of placement needs and strategies to obtain new placement resources. Hold joint Foster Care program meetings a minimum of twice per month.
- Attend and facilitate various committee meetings, both at the state and local level, regarding out of home placement, congregate care, current legislation and state rules, utilization of resources and agency partnerships.
- Gather and analyze Trails based data regarding foster care, out of home care, and school stability for foster youth, with a specific emphasis on monitoring congregate care numbers. Present this data to administration in formal and informal formats.
- Act as a liaison between contracted community partners and ACHSD staff. Mediate concerns and assist in developing plans to address challenges between agencies when they arise. Ensure contracts are completed for all out of home care providers.
- Track usage and data for the Shiloh House guaranteed beds and report data on a monthly basis or as requested. Partner with Shiloh House to ensure guaranteed beds are being utilized.
- Meet at least once a year with out of home providers. Ensure policies, such as but not limited to, the Prudent Parent Standard, are adhered to by our out of home providers.
