Division of Child Welfare:
Provider Services Unit

The Division of Child Welfare (DCW) provides a range of leadership, management, and supervisory functions related to the delivery of public child welfare services to children, youth, and families. The Division provides administrative supervision for all child welfare programs in Colorado’s 64 counties and delivers technical support, monitoring, program improvement, and other quality assurance functions. The Division provides oversight to service providers who work with children in the custody of county departments of social/human services.

The Youth Services Unit provides statewide leadership and oversight for the cluster of services and supports provided to youth and young adults involved in Colorado's child welfare/child protection system. The staff in this unit work to ensure that each of the 64 counties and two Native American tribes has the tools and resources necessary to serve adolescents and their families and achieve positive safety, permanency, and well-being outcomes.

This unit works across systems and domains to ensure that youth and families have the opportunity to access an integrated package of services and supports to meet their individual needs. The primary services administered by this unit include Chafee Independent Living Services, Education and Training Vouchers, Adolescent Services, National Youth in Transition Database, Unaccompanied Refugee Minor Program, and Educational Stability programs.

In addition, this unit provides leadership for many of the systems improvement initiatives designed to promote positive outcomes for older youth.

About this position

This position provides:

  • Review of Refugee Arrivals Data System (RADS) referrals, ensuring that URM placing agencies are responding to referrals in a timely manner.
  • Coordination with placement provider agencies and county departments of human/social services that provide services to URM Program youth to support sustainable placement.
  • Collaboration with community agencies that serve refugee and immigrant populations to help build cultural and social connections for URM Program youth and URM placing agencies to provide culturally competent services.
  • Training facilitation and partnership opportunities between refugee and youth service providers in the State.
Summary of

Job Duties

Unaccompanied Refugee Minor Program Administration

This position provides support to URM placing agencies, coordinates placements of URM, works with LFSRM and other community partners to facilitate URM community referrals, and facilitates the distribution of resources to providers.

Monitoring and Technical Assistance

This position implements federal policy impacting Colorado’s ORR-eligible youth and ensures that Colorado’s ORR-eligible youth programs comply with current policy and rule from the Office of Refugee Resettlement and the Children’s Bureau.

Other duties as assigned.

Minimum Qualifications

Experience Only:

Six (6) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years.

Preferred Qualifications
  • Bilingual - Spanish
  • Prior experience with URM
