The Compliance and Innovation Division (CID), within the Office of Community Living (OCL), supports the development, implementation, and operationalization of the Permanently Incompetent to Proceed (PITP) program. The program serves individuals with complex needs who require coordinated services and placement across multiple systems.

PITP work requires intensive, responsive, and structured collaboration across HCPF and with Eligibility Sites, Case Management Agencies (CMAs), RAEs, CDHS, CDPHE, healthcare and community-based providers, and the criminal justice system.

The Division supports PITP care coordination, crisis system navigation, review and response to court-related documentation, cross-system placement and stabilization pathways, and continuity of care.

This work is intended to support appropriate member placement, coordinated service delivery, compliance with program requirements, and community safety.

Serves as a statewide subject matter expert for HCPF’s Permanently Incompetent to Proceed (PITP) program, providing expertise and guidance on program design, policy implementation, care coordination, crisis system navigation, and cross-system placement and stabilization. This position works collaboratively across HCPF and with external partners, including Eligibility Sites, Case Management Agencies (CMAs), CDHS, CDPHE, OPG, RAEs, healthcare and community partners, and the criminal justice system, to coordinate complex cases, address systemic barriers, and support safe and appropriate member placements.

The position develops and operationalizes statewide PITP care coordination standards and cross-system placement pathways to promote continuity of care, effective resource utilization, legal and program compliance, and community safety.

This position plays a key role in the statewide implementation of HCPF’s Permanently Incompetent to Proceed (PITP) program. The position provides subject matter expertise at the intersection of Medicaid, Long-Term Services and Supports (LTSS), disability services, competency, and the criminal justice system. Working across HCPF and with state and community partners, this position leads complex care coordination, supports program and policy development, resolves cross-system barriers, and helps establish consistent statewide approaches for serving PITP members.
