The State of New Hampshire, Department of Military Affairs and Veterans Services has a full-time vacancy for Anti-Terrorism Program Manager.

Summary

To develop, implement, manage, and monitor a comprehensive Anti-Terrorism program according to Department of Defense and Army regulations in support of the Department of Military Affairs and Veterans Services and the New Hampshire Army National Guard (NHARNG).

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS Education/Experience

Bachelor's degree and 3 years of experience OR equivalent combination of 7 years of education and experience after completion of high school. Education and experience must be in the fields of terrorism and counter terrorism studies, criminal justice, homeland security, political science, emergency management, safety management, physical security or related field.

License/Certification

Valid driver’s license

Must be able to satisfactorily undergo a State Police records check

PREFERRED QUALIFICATIONS

Preference will be given to applicants who have attended the Security Engineering Training Course administered by the US Army Corps of Engineers or Department of Defense, or equivalent certification.

AFTER-HIRE REQUIREMENTS

Must pass a National Agency Check (NAC) to obtain a Common Access Card (CAC) used in the performance of assigned work duties within 12 months of hire and be eligible for renewal as a condition of employment.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.

Responsibilities

Formulates Anti-Terrorism plans, guidance, and standards for protecting State and Federal property, personnel, information and critical resources from acts of terrorism. Establishes a functional Anti-Terrorism Committee and Threat Working Group.

Coordinates with Federal, State and military law enforcement, conducts, publishes and disseminates threat assessments. Assists subordinated elements in conducting threat assessments. Coordinates with local, State and Federal authorities to develop, update and support the NHARNG installation plan and share critical resources.

Implements Random Anti-Terrorism Measures Program (RAMP) and prepares or directs the preparation and maintenance of contingency plans for mitigation, alert, response recovery, and reporting of terrorist events or actions. Tests RAMP annually and maintains a written record.

Conducts annual vulnerability assessments and pre-deployment vulnerability assessments for deploying units. Conducts annual program reviews and evaluates subordinate programs. Plans and develops annual Anti-Terrorism exercises and ensures Levels I-IV Anti-Terrorism training is conducted and Anti-Terrorism is incorporated into unit training plans and pre-mobilization training.

Develops and maintains NHARNG Anti-Terrorism program products on the Anti-Terrorism Program Managers GKO database. Manages the installation of the Core Vulnerability Assessment Management Program (CVAMP) database.

Conducts Anti-Terrorism review on installation military construction (MILCON) projects and other applicable contracts. Supports the development and exercise of the NHARNG site attack warning system and documents drills on emergency evacuations.

Provides guidance in order to resolve problems in existing physical security systems and programs. Recommends actions to apply and enforce physical security methods, procedures, regulations, and policies.

Assists Cooperative Agreement Program Manager with Anti-Terrorism resource management by providing input for budget preparation.

Attends and participates in various meetings, conferences, workshops, training and panels, at the local, regional, state and national level.
