Procurement Specialist 5 – Senior Statewide Procurement OfficerThe Department of Administrative Services (DAS) – Central Procurement is seeking an experienced and dedicated Senior Statewide Contracting Officer to join our team. In this role, you will help ensure essential state services are delivered efficiently and responsibly by securing best‑value master agreements and guiding complex procurements across Iowa’s Executive Branch.

What You’ll Do Solicitation Resource- Partner with State agencies as a subject matter expert to design and architect complex technical specifications for high‑impact procurements.
- Lead the full procurement lifecycle, aligning solicitations with strategic financial goals while ensuring regulatory compliance and risk mitigation.
- Develop and execute data‑driven sourcing strategies from solicitation through award and vendor selection.
- Negotiate complex agreements and manage vendor relationships to maximize operational efficiency and responsible use of taxpayer funds.
- Interpret and apply Iowa Code and Administrative Rules with precision to ensure all solicitations meet statutory and policy requirements.
- Develop enterprise‑wide procurement strategies and contribute to the modernization of statewide policies and procedures.
- Serve as a trusted advisor and technical resource for agency staff, providing mentorship, quality oversight, and guidance on complex procurement initiatives.
- Identify high‑value commodities and services for statewide term contracts and promote organizational compliance with contractual terms.
- Act as a strategic liaison between agencies, businesses, and political subdivisions, delivering presentations and outreach to align stakeholder needs with State objectives.
- Drive supplier performance through proactive contract management, monitoring, and risk mitigation strategies.
- Conduct portfolio and lifecycle analysis for assigned agencies to inform renewals, rebids, and long‑term sourcing strategies.
- Lead negotiations for enterprise‑wide master agreements, single‑agency contracts, and participating addendums.
- Coordinate the strategic deployment of contracts across digital procurement platforms to ensure an accessible, user‑friendly experience for agency partners.
