Job DescriptionThis is not a remote position. Hours are 8:00 a.m. to 4:30 p.m., Monday through Friday at DPS headquarters in Des Moines.
The Iowa Department of Public Safety (DPS) is seeking to fill a Senior Budget Analyst (Budget Analyst 5) within the Finance Bureau of the Administrative Services Division. The role leads the budget development process for a large state agency, preparing, entering, and maintaining the annual budget request using past data analysis. Daily tasks include downloading financial reports to track and analyze payments, receipts, and cash balances, including monthly ICN and eDAS invoices.
The position directs, analyzes, and facilitates budgeting for all divisions and bureaus of the Department. Responsibilities include creating monthly financial statements that detail current expenditures, outstanding expenses, and future budget forecasts; collaborating with executive management to review the agency budget and leading quarterly meetings to ensure projects are on track and invoiced correctly; and developing and maintaining an analytical forecasting model that assesses financial feasibility for future projects, including salary forecasts for over 1,000 full‑time positions and vacancy savings calculations.
Costing allocations—including payroll, SWCAP, eDAS, ICN, Single Audit, and computer software—are created, analyzed, maintained, and updated yearly to ensure proper expense allocation.
Minimum Qualifications- Graduation from an accredited four‑year college or university with a degree in accounting, finance, or business administration and six years of full‑time work in professional budget analysis or fiscal management.
- Ten years of full‑time work experience in professional budget analysis or fiscal management.
- Ten years of education and/or full‑time experience, where thirty semester hours of accredited college or university coursework in accounting, finance, or business administration equals one year of full‑time experience.
- Current, continuous experience in the state executive branch that includes eighteen months of full‑time work as a Budget Analyst 3 or six months of full‑time work as a Budget Analyst 4.
Applicants must be able to pass a background investigation conducted by the Iowa Department of Public Safety.
