Job DescriptionThe State of Iowa is seeking a strategic and analytical investment leader to serve as the Director of Investments – Government Savings Programs. This newly created position will lead investment strategy and oversight for the Treasurer's consumer-focused savings programs, including ISave 529, IAdvisor 529, IAble, and First Home Iowa.
This position is responsible for investment program design reviews, asset allocation, investment option selection, manager oversight, performance evaluation, fee analysis, and fiduciary governance across Iowa's Government Savings Programs. The Investment Director will also play a key role in launching new savings initiatives, including building First Home Iowa from the ground up.
In addition, this position serves as a strategic investment advisor to the State Treasurer, supporting investment-related responsibilities including the Treasurer's service on the IPERS Investment Board.
This is an exciting opportunity for an experienced investment professional to combine sophisticated investment strategy with meaningful public impact.
Key Responsibilities
- Lead investment strategy and oversight for ISave 529, IAdvisor 529, IAble, and First Home Iowa.
- Review asset allocation strategies, investment structures, and portfolio design.
- Monitor investment performance, benchmarks, fees, and risk-adjusted returns.
- Evaluate investment managers, funds, and investment products.
- Coordinate all investment-related activities across Government Savings Programs.
- Lead development and implementation of new savings initiatives, including First Home Iowa.
- Draft and manage RFPs, vendor selection, and procurement processes.
- Develop investment policies, governance frameworks, and oversight procedures.
- Support investment committee meetings and prepare analyses and recommendations.
- Advise the State Treasurer on strategic investment matters, including IPERS-related investment issues.

Minimum Qualification Requirements- Significant experience in institutional investment management, investment consulting, wealth management, retirement plan consulting, or a related field.
- Strong knowledge of asset allocation, portfolio construction, manager selection, and fiduciary governance.
- Experience with 529 plans, ABLE plans, defined contribution plans, or similar investment programs preferred.
- Experience with investment program design, performance evaluation, and manager due diligence preferred.
- Strong analytical, communication, and strategic thinking skills.
- Bachelor's degree in finance, economics, business, public administration, or related field required.
- CFA designation and/or advanced degree preferred
