The Iowa Treasurer of State is seeking an investment professional to join its Investment Division as a Treasury Investment Officer 2.

The Treasurer serves as the State’s banker and is responsible for the investment and cash management of billions of dollars in public funds. The Office also plays an important governance and oversight role in Iowa’s public retirement systems.

This position offers the opportunity to apply institutional investment expertise in public service. The successful candidate will work closely with the Treasury leadership and have meaningful exposure to asset allocation, portfolio strategy, manager oversight, pension investments, liquidity management, financial markets, and investment governance.

The position is particularly well suited for an investment professional who enjoys analyzing complex financial information, working with sophisticated institutional investors and asset managers, and translating that work into actionable recommendations for senior decision-makers.

Key Responsibilities Institutional Investments & Pension Oversight
  • Support the Treasurer’s investment-related responsibilities involving the Iowa Public Employees’ Retirement System (IPERS), Peace Officers’ Retirement System (PORS), and Judicial Retirement System (JRS).
  • Review and analyze portfolio performance, asset allocation, investment manager performance, risk, fees, and other investment materials.
  • Monitor financial markets, economic conditions, and institutional investment trends and evaluate their potential impact on State and pension assets.
  • Conduct investment research and prepare analysis and recommendations for Treasury leadership.
  • Participate in meetings with pension investment staff, consultants, investment managers, and other institutional partners.
  • Prepare the State Treasurer and senior Treasury leadership for pension board and investment-related meetings.
  • Assist with management and oversight of the State’s investment portfolio and daily liquidity needs.
  • Analyze cash flows, liquidity requirements, investment maturities, market conditions, and investment opportunities.
  • Support investment transactions and movement of funds among financial institutions.
  • Monitor portfolio performance and compliance with applicable investment policies and statutory requirements.
  • Assist with securities lending, banking relationships, and other Treasury investment activities.
Investment Governance & Reporting
  • Prepare investment reports, presentations, briefing materials, and recommendations for the State Treasurer and senior leadership.
  • Assist in reviewing and developing investment policies and procedures.
  • Analyze complex investment information and communicate findings clearly to both investment professionals and non-technical audiences.
  • Work with investment consultants, asset managers, financial institutions, attorneys, auditors, and other external partners.
  • Support special projects involving investments, pensions, public finance, and financial markets.
