Under limited supervision, performs highly technical engineering, supervisory and administrative work for the County Air Pollution Control Program. Implements core programs for the abatement, control, prevention, and monitoring of air quality within Polk County as required by Federal, State, and County regulations.
- Knowledge of federal, state, and local laws and regulations governing air pollution control.
- Knowledge of advanced air quality control and engineering practices and techniques.
- Knowledge in the theory, operation, and practical application of various types of air quality control equipment.
- Knowledge of the current principles and practices of effective supervision.
- Knowledge of the methods, procedures, and purposes for environmental investigation and analysis.
- Knowledge of air sampling techniques utilized in ambient monitoring.
- Knowledge of chemicals, their environmental interactions, persistence, toxic, and hazardous properties.
- Ability to enforce air pollution control regulations.
- Ability to communicate effectively both verbally and in writing.
- Ability to prepare and analyze air quality reports, graphs, charts and presentations.
- Ability to understand and review complex, technical air pollution emission information, and apply appropriate limits in the review of construction and operating permits and emission inventories.
- Ability to establish and maintain effective working relationships with County officials, representatives from other governmental agencies, and private companies.
- Ability to effectively utilize the capabilities of air testing equipment; ability to gather and analyze technical data and prepare reports.
- Ability to establish goals and objectives and assess progress toward their achievement.
- Ability to plan, organize, and direct the work of others.
- Ability to conduct personnel investigations and adhere to administrative policies.
- Ability to effectively utilize a personal computer and various applications (Microsoft Office, Excel, PowerPoint, Access, etc.).
- Ability to visually observe and evaluate smoke densities while performing inspections.
