Position: AIR QUALITY SUPERVISOR

Under limited supervision, performs highly technical engineering, supervisory and administrative work for the County Air Pollution Control Program. Implements core programs for the abatement, control, prevention, and monitoring of air quality within Polk County as required by Federal, State, and County regulations.

  • Supervises and evaluates the work of staff; effectively recommends personnel actions related to selection, performance review, scheduling and discipline; administers personnel and related policies and procedures.
  • Researches, develops, and implements division-wide policies and procedures for activities in the Air Quality Program related to inspections, permitting, enforcement, ambient monitoring, program deliverables, and budget tracking.
  • Prepares federal grant requests and narratives of proposed activities; monitors grant administration, funding, and report preparation; develops and recommends fee schedules and draft budgets.
  • Interacts with consultants, other government agencies and officials, and the public to receive input and provide information relating to the air pollution control unit; represents the department at public and private meetings.
  • Reviews engineering permit applications, drawings, and specifications to determine compliance of proposed air pollution control equipment with federal, state, county, and municipal air pollution control regulations.
  • Reviews air quality modeling reports to estimate the impact of emissions from new, modified, and other sources; develops air pollution control strategies.
  • Develops, reviews, and negotiates the contracts/agreements with the Iowa Department of Natural Resources and Federal Environmental Protection Agency to retain the local air quality program as specified in Iowa Administrative Code and Code of Federal Register.
  • Drafts changes in codes and ordinances for review by management, the IDNR, and the Federal EPA; presents information regarding these changes at public hearings; ensures that the changes are adopted and implemented in a timely and efficient manner.
  • Monitors and assesses the impact of proposed and enacted state and federal legislation and executive initiative plans for required operational changes in the division.
  • Visually inspects major and minor air pollution sources for compliance with applicable regulations and makes recommendations to correct deficiencies; operates and maintains source testing and monitors equipment; transports equipment to the testing locations and back; traverses a variety of surfaces including scaffolding, concrete floors, irregular surfaces on plant roofs, etc.
  • Coordinates new source reviews and permits granting activities with federal and state environmental agencies.
  • Provides technical expertise to local municipalities, elected officials, and various committees concerned with the environmental impacts of transportation and other projects.
  • Prepares and maintains various records and reports; maintains information on air pollution sources for the Iowa DNR and EPA databases including air quality, facility emissions, and permits.
  • Performs related duties as required.
    • Knowledge of federal, state, and local laws and regulations governing air pollution control.
    • Knowledge of advanced air quality control and engineering practices and techniques.
    • Knowledge in the theory, operation, and practical application of various types of air quality control equipment.
    • Knowledge of the current principles and practices of effective supervision.
    • Knowledge of the methods, procedures, and purposes for environmental investigation and analysis.
    • Knowledge of air sampling techniques utilized in ambient monitoring.
    • Knowledge of chemicals, their environmental interactions, persistence, toxic, and hazardous properties.
    • Ability to enforce air pollution control regulations.
    • Ability to communicate effectively both verbally and in writing.
    • Ability to prepare and analyze air quality reports, graphs, charts and presentations.
    • Ability to understand and review complex, technical air pollution emission information, and apply appropriate limits in the review of construction and operating permits and emission inventories.
    • Ability to establish and maintain effective working relationships with County officials, representatives from other governmental agencies, and private companies.
    • Ability to effectively utilize the capabilities of air testing equipment; ability to gather and analyze technical data and prepare reports.
    • Ability to establish goals and objectives and assess progress toward their achievement.
    • Ability to plan, organize, and direct the work of others.
    • Ability to conduct personnel investigations and adhere to administrative policies.
    • Ability to effectively utilize a personal computer and various applications (Microsoft Office, Excel, PowerPoint, Access, etc.).
    • Ability to visually observe and evaluate smoke densities while performing inspections.
